The Director, IT Enterprise Systems is a senior leader in business and technology who reports to the Chief Information Officer and leads the planning, organization, and management of IT Enterprise Systems initiatives that support the city’s vision of creating and sustaining the best quality of life for the entire community. The Director oversees the design, implementation, operation, and support of IT systems and programs that serve the business and citizen needs of the city, such as enterprise resource planning, customer relationship management, business intelligence, data analytics, digital services, and cloud computing. The Director also participates in organization-wide initiatives and collaborates with other IT leaders and stakeholders to ensure alignment of IT strategy, policies, and standards across the department and organization. The Director provides leadership in managing all business applications, security, access controls, reporting infrastructure, and application integration. The position manages the capital and operating budget within approved limits for Business Applications & Support initiatives. Performs related duties as required.
Qualifications include a master’s degree in computer science, Information Technology, Business Administration, Public Administration, or a related field with a minimum of eight years of progressive management experience at a senior level, preferably in municipal government. Certification in project management, process engineering, IT service management, or software development lifecycle methodologies is desirable. The role requires thorough knowledge of principles, practices, techniques, legislation, methods, procedures, and technology industry trends applicable to the work, as well as City rules, regulations, policies, procedures, practices, and operations. It also requires knowledge of the functions, projects, and operations of all City departments and their requirements. This role necessitates the ability to apply technology industry trends to enterprise systems and applications; supervise and motivate staff; manage large projects and programs including scope, planning, risk management, and vendor management; develop solutions to business problems; anticipate trends; and create innovative strategies. The ability to exercise sound judgment and handle sensitive, complex, and confidential issues with tact and diplomacy is essential. Organizational, conceptual, and analytical skills are required, along with the ability to set priorities, goals, and objectives. A Driver’s Licence for British Columbia is required.
