The Director, IT Enterprise Systems is a senior leader in business and technology who reports to the Chief Information Officer and leads the planning, organization, and management of IT Enterprise Systems initiatives that support the city’s vision of creating and sustaining the best quality of life for the entire community. The Director oversees the design, implementation, operation and support of IT systems and programs that serve the business and citizen needs of the city, such as enterprise resource planning, customer relationship management, business intelligence, data analytics, digital services, and cloud computing. The Director also participates in various organization-wide initiatives and collaborates with other IT leaders and stakeholders to ensure alignment of IT Strategy, policies, and standards across the department and the organization. The Director provides outstanding leadership and direction in the management of all business applications, security, and access controls, reporting infrastructure and integration between applications. The position also manages the capital and operating budget within approved limits for the Business Applications & Support initiatives. Performs related duties as required.
Qualifications include a master’s degree in computer science, Information Technology, Business Administration, Public Administration, or a related field with a minimum of eight years of progressive management experience at a senior level preferably in municipal government. Certification in project management, process engineering, IT service management or software development lifecycle methodologies is desirable. The role requires thorough knowledge of principles, practices, techniques, legislation, methods, and procedures and technology industry trends and standards applicable to the work and considerable knowledge of City rules, regulations, policies, procedures, practices, and operations and the functions, projects and operations of all City departments and their requirements. This role requires the ability to apply technology industry trends and standards to enterprise systems and applications; supervise and motivate the work of staff and manage business transformational change and conflict effectively; manage large and complex projects and programs, including developing and overseeing project scope, planning, costing, risk management, value delivery, governance, and supplier management; develop solutions to business problems based on strategic and analytical problem solving and to anticipate trends and create innovative strategies and flexible plans; exercise sound independent judgment and handle sensitive, contentious, complex, and highly confidential issues with skill, tact, and diplomacy; apply organizational, conceptual, and analytical skills; and establish priorities, set and meet goals and accomplish objectives.
Driver’s Licence for the Province of British Columbia is required.
