Este profissional será responsável por implementar melhorias e executar auditorias, visando minimizar riscos e promover um ambiente seguro. A posição demanda expertise em gestão de riscos e a capacidade de conduzir treinamentos, contribuindo para a melhoria contínua da performance HSE.
The HSE Officer is responsible for ensuring awareness of and compliance with Nutreco’s HSE standards and requirements in the area of Health, Safety and Environment. He / She execute the operational plans, that aim at implementation, monitoring and improvement of HSE policies and standards in order to minimize risks and improve HSE performance at the plant / site
The main activities of the HSE Officer include proposing and (to) perform improvements based on regulatory changes, risk assessments, improvement proposals and complaints from stakeholders, advancing knowledge and gaps in the system.
In addition, the HSE Officer is responsible for the assessment of compliance of the system (internal and external audits, workplace inspections, measurement and monitoring of data). The results are reported to management, often with recommendations for improvement.
The HSE Officer is the 1st line HSE specialist role at plant / site level, reporting to the HSE Manager at operating company level.
Being close to the operation, the HSE Officer supports the execution of the HSE policies, standards, procedures and practices at operational levels.
Working within the framework of the HSE management system, he / she has to ensure among other things that the plant / site complies with labour and environmental legislation and the quality, health, safety and environmental requirements and with the standards set by the relevant stakeholders. The HSE management system also assures that the company identifies and reduces risks and potential hazards, and is able to respond effectively to emergencies and the emergency services is well organized.
The level of the role HSE Officer relates to size and complexity of the plant / site, as well as to the distance to / availability of the supervising HSE Manager. Where no HSE Manager is available, the HSE Officer may be the sole HSE specialist in the organisation. Typically, the more senior HSE Officer is a seasoned HSE professional. He / she may be the only safety professional in a small plant / site, or may serve a particular segment of the business in a larger company
Job Description:
· HSE Policy, Plans & Standardso Contributes to the formulation of HSE policies, procedures and standards by recommending changes, signalling needs, trends and opportunities within theplant / site in order to assure full compliance to HSE standards and continuously improve the HSE performance throughout all business processes.o Implements new or changed policies, programs and standards and practiceso Contributes to the formulation and execution of the HSE year plans, annual objectives and HSE goalso Develops safe standard work practices and procedures with management and staff line personnel· Risk management, Inspection & Auditso Contributes to the formulation and implementation of emergency & occupational safety and risk inventory and evaluations for the plant / siteo Monitors HSE performance / conformance through safety and housekeeping inspections; Recommends actions for improvement. Collaborates withmanagement and staff to identify and correct potential HSE hazards; takes immediate action if required by the urgency of the situationo Executes and/or coordinates internal inspections, internal audits and investigations and initiates and realizes corrective actions in case of deviations, in orderto establish compliance with relevant standards and deviations from standards are detected and addressed. Contributes to / assists with external audits /inspections· Training & Adviceo Coordinates and/or executes relevant training programs, introduction and instruction programs on HSEo Provides advice to management and staff on HSE policies in order to facilitate informed decision-making taking into account HSE aspects and implications.o Reviews new products, equipment, and processes for potential hazards and recommends modifications before introduction / implementation· HSE tools and systems, Reporting & Analysiso Manages, implements, maintains and improves local HSE systems in line with Nutreco policy and procedures, relevant legislation, (certification) normsand/or customer demands, in order to provide insight into the state of affairs in HSEo Reports the required information on HSE performance / progresso Analyses the relevant lagging and leading indicators / KPI’s for his / her plant / site, in order to take or recommend appropriate actions· Incidents and investigationso Executes all activities related to incidents (i.e. analysis, registration and follow-up), follows-up on non-conformitieso Coordinates activities in case of (potential) crises and incidents in order to adequately handle and /or settle any crises and incidents· Projectso Executes and/or participates in various HSE improvement projects for the plant / site; may prepare / submit relevant permit applications· Communication & stakeholder managemento Communicates HSE policies at the plant / site in the appropriate language and manner, so that all staff are well informed and able to apply and comply withall relevant HSE policies.o Builds and maintains a network of relevant stakeholders / partners, including local Safety Champions, in order to ensure commitment and communicationregarding Nutreco's HSE objectivesOur organisation:
