Job summary

Toa Corporation seeks a senior marine construction engineer to supervise complex operations, coordinating barges, cranes, and sea-based logistics. The role requires ensuring compliance with drawings, specs, QA/QC, and environmental standards while leading site mobilization and safety initiatives.

The successful candidate will review method statements and lifting plans, liaise with consultants and authorities, and provide engineering support to achieve project milestones.

Qualifications

  • Bachelor’s degree in civil or marine engineering is required.
  • Experience in caisson works or marine heavy lifting operations is essential.
  • Plan anchoring arrangements with barge captain.
  • Strong knowledge of lifting safety and rigging operations.
  • Prepare daily reports and update production records using prescribed formats.
  • Experience in CAD-based construction planning.
  • Strong skills in quantity calculations.
  • Minimum 15 years in Singapore's construction industry.

Responsibilities

  • Supervise marine construction operations and structures.
  • Coordinate barges, pontoons, cranes, workboats, and sea-based logistics.
  • Submit daily/weekly progress updates to Project Manager and stakeholders.
  • Lead site mobilization and marine setup works, including access routes and work platforms.
  • Ensure compliance with drawings, specs, QA/QC, environmental standards, and marine regs.
  • Coordinate and supervise subcontractors, marine personnel, and vendors for sequencing and safety.
  • Prepare and review method statements, risk assessments, lifting plans, and coordination docs for approval.
  • Liaise with consultants, authorities, and internal teams on permits, inspections, approvals, and clarifications.
  • Promote Workplace Safety & Health and environmental compliance; monitor tidal/weather conditions.
  • Work with procurement to mobilize marine equipment and consumables.
  • Provide engineering support and assist with planning or ad-hoc tasks to meet milestones.

Job description

Job Responsibilities
  • Supervise marine construction operations, such as Marine structure building.
  • Coordinate barges, pontoons, cranes, workboats, and sea-based material delivery logistics.
  • Compile and submit daily or weekly progress updates to the Project Manager and stakeholders, outlining achievements, issues, delays, and corrective actions.
  • Lead site mobilization and marine setup works, including temporary access routes, work platforms, staging zones, silt curtains, and turbidity control systems.
  • Ensure all construction activities comply with approved drawings, technical specifications, QA/QC requirements,environmental standards, and applicable marine regulations.
  • Coordinate and supervise subcontractors, marine personnel, and specialist vendors to ensure work sequencing, productivity, and adherence to safety protocols.
  • Prepare and review technical submissions such as method statements, risk assessments, lifting plans, and marine coordination documentation for approval.
  • Liaise with consultants, regulatory authorities, and internal departments regarding permits, inspections, approvals, and technical clarifications.
  • Promote and enforce Workplace Safety & Health (WSH) and environmental compliance, including monitoring tidal conditions, weather factors, and marine operational constraints.
  • Work with procurement and suppliers to ensure timely mobilization of marine equipment, materials, and site consumables.
  • Provide engineering support and assist with planning or ad-hoc technical tasks to ensure project milestones are achieved.
Job Requirements
  • Bachelor’s Degree in Civil Engineering, Marine Engineering, or a related field.
  • Experience in caisson works or marine heavy lifting operations
  • Able to plan anchoring arrangements in consultation with the barge captain
  • Strong knowledge of lifting safety and rigging operations
  • Able to perform basic computer work, such as preparing daily reports and updating daily production records in the prescribed format
  • Experienced in preparing construction plans using CAD drawings
  • Strong experience in quantity calculations
  • Minimum 15 years of relevant working experience in the Singapore's construction industry
