FIFA in Brazil is seeking a Radio and Spectrum Manager to lead Private Mobile Radio and spectrum services for the FIFA Women’s World Cup 2027. Reporting to the senior Telecom manager, you will collaborate with FIFA Technology and external partners to ensure compliant delivery across venues.

Requirements include a university degree in telecommunications, fluency in English and Portuguese, strong PMR and spectrum experience, and willingness to travel up to 30% within Brazil.

Responsabilidades

  • Identify spectrum service needs and collect requests from stakeholders.
  • Plan frequencies with ANATEL for tournament use.
  • Govern spectrum with partners and ANATEL.
  • Coordinate frequency plan implementation across sites and manage related processes.
  • Develop spectrum control processes with ANATEL.
  • Ensure infrastructure and spaces meet FIFA requirements in venue planning.
  • Plan and coordinate Test & Tag and Incident Management.
  • Lead procurement for devices and services.

Job Description

FIFA has established a Local FIFA Subsidiary in Brazil to work together with FIFA Zurich to deliver the biggest women’s sporting event in the world, the FIFA Women’s World Cup 2027™ (“FWWC2027”) that for the first time ever, is hosted in South America in Brazil. The position

Reporting organizationally to the senior Telecom manager, the radio and spectrum manager will be a key member of the FIFA27 Technology team, and work in close collaboration with the FIFA Technology team and other key individuals responsible ensuring all the aspects of Private Mobile Radio (PMR) and Spectrum Management Services are implemented according to FIFA requirements for the associated Tournaments/Events.

Key responsibilities

Spectrum

  • Identify the Spectrum service needs and manage collection of the Spectrum requests from all Stakeholders
  • Work closely with ANATEL to identify and plan all frequencies to be reserved or use by all the client groups during the Tournaments/Events.
  • Manage spectrum governance with the key partners, the main stakeholders and with ANATEL
  • Coordinate the implementation of the frequency plan for all these services requiring temporary frequency allocation, define the frequency provision procedure and the management of requests with ANATEL and structure the organization and management control of radio equipment and monitoring on all tournament sites.
  • Develop with ANATEL a spectrum control process to ensure spectrum is managed during operations
  • Ensure that all necessary infrastructure, services and spaces required for the delivery and support of spectrum services as per FIFA requirements, are understood and effectively communicated into the venue planning process.
  • Plan and coordinate the implementation of the Test & Tag and Incident Management processes.

Private Mobile Radio

  • Ensure services are delivered at agreed service levels in line with Tournaments/Events operational support model.
  • Identify needs for PMRs, work closely with Tournaments/Events Venue Management staff to plan the Fleet Map and validate it with all the Functional Areas.
  • Ensure that all necessary infrastructure, services and spaces required for the delivery and support of radio services as per FIFA requirements, are understood and effectively integrated into the venue planning process.
  • Define with all partners the Roles & Responsibilities, and any other operational process.
  • Put in place the means of controlling commitments in terms of service levels, so as to organize problem-solving operations but also to facilitate any discussion with stakeholders.
  • Lead the Request for Purchase process to procure any necessary devices and operational services

Your profile

Education

  • University degree or similar higher education, in Telecommunications, Radio Communications, Spectrum management or related field

Experience

  • Experience with Radio and Spectrum Services.
  • Experience coordinating with diverse teams and managing vendor relationships.
  • Strong project management and organizational skills.
  • Detail-oriented and process-driven with the ability to manage competing priorities.
  • Effective communicator with strong interpersonal skills.
  • Prior experience in the Sports / major event industry is highly preferred

Skills & Competencies

  • Manager with experience in similar projects
  • Good knowledge of TETRA systems, PoC (Push to Talk over Cellular), Fleet Map planning and Spectrum management.
  • Strong Project Management skills, with experience in leading large scale complex projects.
  • Ability to always maintain a professional demeanour. Consistently interacts professionally and works productively with all levels of employee.
  • Excellent cross group collaboration skills and demonstrated ability to lead virtual teams across groups, conflict management and driving consensus to deliver on program milestones
  • Good Leadership skills and able to manage and motivate other team members
  • Highly adept at consulting, negotiating, communicating, consensus building and facilitation
  • Excellent verbal and written communication, training, and presentation skills
  • Ability to adapt speech to audience coming from a broad spectrum of disciplines and with various levels of technical knowledge
  • Leadership and accountability across all areas of relevance
  • Strong political acumen and adaptable to a wide range of working environments

Certifications & Requirements

  • Fluent in English
  • Native or Fluent in Portuguese
  • Proficiency in any other FIFA language (FR / ES / GER) is an asset
  • Willing to travel within Brazil (up to 30%), with some trips with a long duration (15 days or more)
  • Ability to re-locate to Rio de Janeiro.
