Job summary

NTU International A/S in Bahrain seeks a Key Expert – National Health Planning and Policy Advisor (Cat. II) to provide strategic and technical support to the Syrian Ministry of Health on planning, policy development and governance.

You will lead budgeting, results-based monitoring, and donor coordination, and help strengthen institutional capacity through data-driven recommendations and governance enhancements. Fluent English is required; Arabic is a strong asset.

Qualifications

• Master’s degree in Health Policy, Public Health, Public Administration, Economics or related field.
• Proficiency with planning/monitoring software; strong data analysis skills.
• Excellent analytical and report-writing abilities; synthesize data into policy recommendations.
• Experience with data analysis tools for tracking planning and budget indicators.
• Advanced MS Office skills, especially Excel, Word, and PowerPoint.
• English: excellent written and spoken; Arabic is a strong asset.

Responsibilities

• Provide strategic and technical support to the Syrian Ministry of Health in planning, policy development and governance.
• Assist budgeting, results-based monitoring and evaluation activities.
• Coordinate with donors and development partners.
• Develop and deliver planning-related capacity-building activities.
• Contribute to evidence-based decision-making and improved governance.
