Job summary

NTU International A/S in Bahrain seeks a Key Expert – National Health Planning and Policy Advisor (Cat. II) to provide strategic and technical support to the Syrian Ministry of Health on planning, policy development and governance.

You will lead budgeting, results-based monitoring, and donor coordination, and help strengthen institutional capacity through data-driven recommendations and governance enhancements. Fluent English is required; Arabic is a strong asset.

Qualifications

• Master’s degree in Health Policy, Public Health, Public Administration, Economics or related field.
• Proficiency with planning/monitoring software; strong data analysis skills.
• Excellent analytical and report-writing abilities; synthesize data into policy recommendations.
• Experience with data analysis tools for tracking planning and budget indicators.
• Advanced MS Office skills, especially Excel, Word, and PowerPoint.
• English: excellent written and spoken; Arabic is a strong asset.

Responsibilities

Key Expert – National Health Planning and Policy Advisor (Cat. II)

Project: Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.

Indicative Start Date: 9 December 2026

Implementation Period: 14 months (indicative end date: 9 February 2028)

NTU International is currently identifying qualified experts for the EU-funded project “Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.”

The assignment aims to support the institutional strengthening and governance capacities of the Syrian Ministry of Health, contributing to more effective institutional performance, evidence-based decision-making, accountability and sustainable capacity development.

In this context, we are seeking a highly qualified Key Expert – National Health Planning and Policy Advisor (Cat. II) to provide strategic and technical support to the Syrian Ministry of Health in health-sector planning, policy development, budgeting, results-based monitoring, donor coordination and institutional capacity development.

Qualifications and Skills Required

• Master’s degree in Health Policy, Public Health, Public Administration, Economics, or a closely related field preferably trainings in planning and management.
• Strong proficiency with planning and monitoring software or results frameworks.
• Strong analytical and report-writing skills, including the ability to synthesize complex data into clear policy recommendations.
• Working knowledge of data analysis tools for tracking planning and budget indicators.
• Strong proficiency with planning and monitoring software or results frameworks.

General Professional Experience

• Minimum 8 years of professional experience in health sector planning, policy development, or donor coordination, including substantial experience supporting ministries of health, preferably in the Middle East and North Africa region or other fragile and post-crisis contexts.

Specific Professional Experience

• Strong command of strategic planning and financial budgeting methodologies in the health sector.
• Demonstrated experience designing results-based monitoring and evaluation frameworks.
• Sound understanding of health policy analysis and health system financing.
• Experience facilitating donor and development partner coordination processes.
• Experience designing and delivering planning-related capacity-building activities.

Language Requirements

• English: Excellent written and spoken command – mandatory.
• Arabic: Working knowledge is considered a strong asset.
