NTU International is seeking a highly qualified Key Expert – HR ERP System Lead Consultant (Cat. II) to provide technical leadership for deploying and institutionalising an HR ERP system within the Syrian Ministry of Health.

The role requires a Master’s degree in IT/CS/IS, at least 8 years of ERP deployment experience (HR ERP), data migration and system integration, and proven work in developing country contexts. English fluency is mandatory; Arabic is an advantage.

Project: Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.

Indicative Start Date: 9 December 2026

Implementation Period: 14 months (indicative end date: 9 February 2028)

NTU International is currently identifying qualified experts for the EU-funded project “Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.”

The assignment aims to support the institutional strengthening and governance capacities of the Syrian Ministry of Health, contributing to more effective institutional performance, evidence-based decision-making, accountability and sustainable capacity development.

In this context, we are seeking a highly qualified Key Expert – HR ERP System Lead Consultant (Cat. II) to provide technical leadership and strategic support for the deployment and institutionalisation of a Human Resources Enterprise Resource Planning (HR ERP) system within the Syrian Ministry of Health.

Qualifications and Skills Required

• Master’s degree in Information Technology (IT), Computer Science or Information Systems.
• Strong analytical and problem-solving skills.
• Excellent interpersonal and communication skills.
• Ability to work effectively with government officials and multicultural teams.
• Proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint) and virtual collaboration tools (Zoom, Teams).

General Professional Experience

• Minimum 8 years of professional experience in deploying Human Resources Enterprise Resource Planning (HR ERP) systems (e.g., Odoo, SAP SuccessFactors, Oracle HCM, Microsoft Dynamics, or similar enterprise platforms).

Specific Professional Experience

• Demonstrated experience in data migration, system integration and user training.
• Prior experience in at least 2 similar ERP deployments in developing country contexts – mandatory.
• Proven experience in public-sector or health-sector deployments is highly desirable.

Language Requirements

• English: Fluent written and spoken proficiency – mandatory.
• Arabic: Language skills are considered an advantage.
