A Belgian public sector technology organisation is delivering the ZEPHYR programme for public services supporting children and families, developing and maintaining Java and Angular applications used by public administration. This medior technical Scrum Master role combines facilitation of a Scrum team with enough Java and Angular knowledge to address dependencies, technical constraints and software quality in an Angular 21/Material and Spring Boot environment.

The mission

The programme covers business applications for the public administration of French-speaking Belgium. Its technical landscape includes Java/JEE/Spring Boot services, Angular 21/Material interfaces, REST/OpenAPI APIs, DB2/MySQL, IndexedDB/Dexie and Service Worker components. Delivery uses Git/GitLab, Docker-based CI/CD and JUnit/Mockito for automated testing. The assignment is planned from mid-November 2026 through the end of 2027.

You will work with a Scrum team composed of developers, functional analysts, testers, a Technical Lead and a Product Owner, while coordinating with project managers and related teams. Your main responsibility is to make delivery flow predictable, transparent and aligned with Scrum. You will understand the technical topics discussed by developers, ensure constraints and dependencies enter planning, and support decisions without replacing the Technical Lead. Your work links sprint-level execution to product priorities and the quality of the delivered public services.

Your responsibilities

• Facilitate daily Scrums, sprint planning, reviews and retrospectives so that decisions, commitments and follow-up remain clear.
• Remove impediments and surface risks, dependencies and technical constraints before they affect sprint delivery.
• Improve predictability by tracking velocity, burndown and quality indicators, then turning findings into concrete team actions.
• Align the Product Owner, Technical Lead, developers, analysts, testers and project managers around priorities, backlog readiness and the definition of done.
• Support developers on Java/Angular topics, API and data concerns, testing and Docker-based CI/CD without taking over the Technical Lead’s responsibilities.
• Standardise effective Agile and Scrum practices across collaborating teams while strengthening autonomy, feedback and continuous improvement.

Your profile

Essential skills

• Apply Scrum and Agile methods confidently, adapt practices to the project context and coordinate more than one team when required.
• Bring practical experience as a Scrum Master in software delivery, with the technical understanding to discuss Java/JEE/Spring Boot and Angular 21/Material.
• Understand REST/OpenAPI, DB2/MySQL, IndexedDB/Dexie and Service Worker implementation concerns.
• Support quality practices involving JUnit/Mockito, Git/GitLab and Docker-based CI/CD.
• Use team metrics including velocity, burndown and delivery quality, with experience using iceScrum or an equivalent tool.
• Communicate clearly in French and create alignment through facilitation, diplomacy, active listening and obstacle removal.
