Qualifications

• Senior Application Architect/Technical Lead with Angular 21 and Java experience.
• Experience designing service-oriented Java apps with Spring Boot and JPA.
• Front-end development using Angular 21 and Angular Material.
• Database versioning with Flyway on DB2/MySQL.
• Experience with offline browser capabilities (IndexedDB, Dexie, Service Worker).
• Strong unit testing with JUnit/Mockito and code reviews.
• Proficient in Docker-based CI/CD, Maven, Git/GitLab, Nexus.
• Good Scrum/Agile experience and ability to mentor teams.

A Belgian public-sector IT organisation is modernising digital services for professionals who support young children, expectant mothers and vaccination programmes in French-speaking Belgium. Within its ZEPHYR programme, this senior Application Architect / Technical Lead will shape and deliver service-oriented applications built with Java and Angular 21, with responsibility for architecture, code quality and technical consistency.

The mission

ZEPHYR brings together three application streams in public health and early-childhood services. One supports child case files, consultations and appointment planning for children from birth to six years old; another digitises the social record and follow-up of expectant mothers; the third modernises vaccination data exchange, cross-service vaccination records, supply-chain tracking and decision-support reporting. The service-oriented landscape combines Angular 21, Angular Material, NgRx, Java 8/JEE7, Java 21, Spring Boot, JPA, DB2 and MySQL. Flyway manages database changes, while Apache Maven, Git/GitLab CI/CD and Nexus support build and delivery.

You will turn functional requirements into application architecture, technical designs and production code, and keep the software architecture documentation aligned with the delivered solution. Your scope covers module development, refactoring, performance tuning, code reviews, unit-test validation and the technical acceptance of releases. You will work daily with functional and business analysts, testers, the project lead and middleware specialists, while coaching developers on clean code, SOLID and DRY principles. The assignment is planned from mid-November 2026 through the end of 2027 and follows Agile Scrum practices.

Your responsibilities

• Define application architecture for public health services and maintain the software architecture document as requirements evolve.
• Lead the technical implementation of application modules across Java, Spring Boot, Angular and JPA, keeping interfaces aligned with REST and OpenAPI.
• Improve memory usage, response times and maintainability through targeted refactoring and technology debt reduction.
• Establish and enforce development standards through code reviews, clean code, SOLID, DRY and JUnit/Mockito unit-test validation.
• Validate Docker CI/CD deployment pipelines, releases and application behaviour across execution environments.
• Coach developers and coordinate technical feedback with analysts, testers, middleware specialists, project leadership and the wider Scrum team.

Your profile

Essential skills

• Bring senior-level experience as an Application Architect, Technical Lead or senior Java developer delivering Angular 21 applications.
• Design service-oriented Java applications with Java 8/JEE7 or Java 21, Spring Boot and JPA, and define REST/OpenAPI interfaces.
• Build Angular 21 frontends using Angular Material, with awareness of NgRx and browser-side application behaviour.
• Use DB2 and MySQL with Flyway for schema versioning and controlled database changes.
• Implement or assess offline and local browser capabilities using IndexedDB, Dexie and Service Worker.
• Write and review automated tests with JUnit and Mockito, and use code reviews to maintain consistent quality.
• Operate Docker CI/CD deployment pipelines with Apache Maven, Git/GitLab CI/CD and Nexus.
• Work effectively in Agile Scrum, explain technical decisions to non-specialists and provide coaching or mentoring to developers.
