NATO in Norfolk, USA, seeks an experienced Operations Research Analyst to lead analysis for capability development. You will run cost-effectiveness studies, engage with industry and nations, and develop evidence packages for decisions. This is a long-term engagement with travel up to sixty days annually.

Required: degree in a quantitative field or 5+ years in operational analysis, plus experience with cost/schedule methods and strategic/military contexts, and fluent English.

Qualifications

• Bachelor degree in quantitative field or five+ years leading operational analysis studies.
• At least two examples in the last ten years, three years combined, of military operations research or operational analysis.
• Experience designing and facilitating structured stakeholder sessions to draw out objectives, assumptions, measures and risks.
• Recent experience scoping problems for study and developing the analysis approach.
• Experience building data collection and analysis plans with measures of effectiveness and performance.
• Experience assessing and communicating uncertainty and risk on capability and acquisition decisions.
• Experience producing or working with cost and schedule estimates and their methodologies.
• Experience in a strategic or operational military command, or a multinational organisation.
• Fluent professional English.

Responsabilités

• Conduct course of action analysis using operations research methods.
• Plan and run research to assess effectiveness and cost-effectiveness.
• Engage research entities and industry to assess alternatives.
• Support information requests from nations, NGOs and industry.
• Analyse risks and propose how to manage them.
• Review cost and schedule estimates for quality and supporting evidence.
• Document comparative assessments to inform programme decisions.
• Produce decision briefs and brief decision-makers.
• Write analysis reports for the capability programme evidence package.
• Travel to meetings and conferences up to ~60 days/year.
