NCI Agency in Brussels is seeking a Senior Contracting Officer to lead tendering, evaluation and contract management for high-value acquisitions. You will research markets, advise on sourcing models, and negotiate with suppliers to ensure compliance and performance.

The role requires active NATO SECRET clearance, a relevant bachelor's degree or equivalent experience, and strong English communication within an international team. On-site ~30% with potential for off-site work.

Qualifications

• Active NATO SECRET security clearance.
• Bachelor's degree and 3 years post-related experience or 10 years of equivalent expertise.
• Experience in leading complex pre- and post-award contracting for high-value acquisitions.
• Strong knowledge of procurement principles, negotiations, and contract law.
• Ability to work independently with minimal supervision and communicate clearly.
• Experience with automated procurement tools and ERP systems.
• English-language work environment; international experience is a plus.

Responsabilités

• Manage tender, evaluation and acquisition processes.
• Research suppliers/markets to inform sourcing strategies.
• Advise on business cases for alternative sourcing models.
• Ensure compliance with procurement regulations and contract specs.
• Negotiate with partners and monitor fulfilment of contracts.
• Use KPIs to drive performance improvements.
• Develop strategies to address under-performance and compliance failures.
• Record purchasing tasks and maintain documentation.
