Job summary

Jobgether SRL is seeking an experienced Roster – Senior ICT/Digital Consultant based in Belgium to support digital transformation initiatives across the Americas region. You will research, analyze policies, and develop technical documentation for governments, regulators, and stakeholders.

The role requires at least five years of ICT policy and regulatory experience, strong analytical skills, and the ability to work independently in a fully remote, consultancy setting.

Qualifications

• Education: university degree in Telecommunications, ICTs, Law, Economics, Public Affairs, International Relations, International Development, Management, Engineering, Political Science, Social Sciences, or related field.
• Professional Experience: at least five years in ICT policy, regulatory frameworks, and market analysis.
• Regional Expertise: strong knowledge of Americas ICT landscape and policy environment.
• ICT and Digital Policy Knowledge: understanding of telecommunications regulation and digital transformation.
• Research and Analytical Skills: ability to conduct specialized research and deliver evidence-based recommendations.
• Training and Capacity Building: experience designing materials and delivering training.
• Communication and Documentation: strong written and verbal skills in English or Spanish.
• Coordination and Collaboration: good organizational and stakeholder coordination skills.
• Presentation Skills: ability to present technical information clearly.
• Language Requirements: advanced proficiency in Spanish or English.
• Professional Attributes: proactive, adaptable, results-oriented, able to work independently.
• Additional Expertise: experience in spectrum management, cybersecurity, digital apps, emergency telecom, or related areas.

Responsibilities

• Provide technical and advisory support for ICT and digital development initiatives.
• Research and analyze telecommunications policies, regulatory frameworks, and market developments in the Americas region.
• Contribute to policy briefs, technical documents, and presentations.
• Conduct research and communicate findings to policymakers and stakeholders.
• Design and deliver training materials and capacity-building activities.
• Contribute to initiatives on spectrum management, cybersecurity, and digital applications as applicable.
• Coordinate activities, manage timelines, and collaborate with regional teams and partners.
• Prepare high-quality reports and documentation aligning with project requirements.
• Engage in virtual and in-person meetings with regional and international stakeholders.
• Coordinate with technical teams to support programme delivery.
