HumanInTech is seeking a senior Functional Analyst for a Belgian public-sector assignment in Brussels. You will define requirements for a new education-domain application, lead workshops, prepare RFI/RFPs, and write detailed specifications for multi-system integration. The contract is full-time and hybrid, with remote work possible, running from early August 2026 to early January 2027 (approx.

360 hours). Dutch (CEFR C2) is essential.

Qualifications

• At least 5 years as a functional analyst on large business-critical apps.
• At least 5 years preparing RFI/RFP documents and business cases.
• At least 5 years writing user stories and test scripts.
• At least 5 years supporting product selection processes.
• Experience with requirement analysis for OO, multi-tier web/mobile apps.
• Dutch proficiency at CEFR C2 (native or near-native).
• Strong facilitation and workshop skills.

What you will do

You will work closely with the product owner to define the requirements for a new business-critical application within the education domain. The platform will need to integrate with other systems and may involve evaluating commercial solutions alongside custom development.

Your responsibilities include:

• Leading stakeholder conversations and workshops to clarify new requirements and explore possible solutions
• Mapping out options and presenting them clearly to help stakeholders reach decisions within tight timescales
• Preparing RFI and RFP documents and business cases for a public tender
• Writing detailed specifications for a solution that may span multiple systems
• Developing user stories and accompanying test scripts
• Supporting the product owner and stakeholders in making make-or-buy decisions

Once the tender is launched, you will work on detailed use cases to support the application development.

What we are looking for

Essential:

• At least 5 years of proven experience as a functional analyst working on large business-critical applications
• At least 5 years of experience preparing RFI and RFP documents and business cases
• At least 5 years of experience writing user stories and test scripts
• At least 5 years of experience objectively supporting product selection processes
• Demonstrable experience with requirement analysis and design concepts for object-oriented, multi-tier web and mobile applications (tablets)
• Experience working in the technical environments relevant to the projects
• Native or near-native proficiency in Dutch (CEFR level C2)

Highly desirable:

• At least 5 years of experience making realistic assessments for make-or-buy decisions
• Knowledge and experience of data and process modelling techniques and tools
• Experience with requirement analysis and design concepts for UML environments
• At least 3 years of experience organising workshops and interviews with different stakeholders

Nice to have:

• At least 3 years of project management experience in product implementations and development projects

The setting

This is an assignment for a Belgian public-sector organisation, running from early August 2026 to early January 2027 (approximately 360 hours). The role is full-time and hybrid, with remote work possible. You will be based in Brussels when on-site. All work is conducted in Dutch.
