Elia Group in Brussels is seeking a Regulatory Affairs Advisor to strengthen dialogue with Belgian regulators and European authorities. You will translate strategy into regulatory dossiers and defend Elia's positions across federal and regional bodies.

You will work with multiple internal departments and monitor developments in cross-disciplinary dossiers to shape policy and tariff frameworks in support of Elia's social mission.

• Strong interest in technology, legislation and economics.

Function

The Regulatory Affairs Department bridges the gap between Elia and Belgian regulators and authorities, both federal and regional. We ensure that collaboration and information exchange between these institutions and operational teams at Elia run smoothly. We have two roles we bring Elia's priorities and challenges to the attention of regulators and authorities and act as an internal point of expertise on every aspect of regulations.

We make sure that Elia's strategy is translated correctly into regulatory and legislative dossiers and that these dossiers are actively monitored and defended. We are also developing a sustainable relationship of trust between Elia and the various institutions so that the regulatory and tariff framework optimally supports Elia's strategy and social role.

As the Regulatory Affairs Advisor, you will actively participate in the dialogue between Elia and the regulators and authorities. You will closely monitor developments in various technical and cross-disciplinary dossiers and make substantive contributions yourself too. You will be involved in day-to-day contact with regulators and authorities and often be their point of contact, as which you clearly explain and defend Elia's position.

You will contribute to the development of proposals and analyses that help shape and improve the legal, regulatory and tariff framework. Your commitment helps create an environment in which Elia is able to achieve its social mission and implement its strategy successfully.

In this role, you will work closely with experts and managers from various internal departments, such as Public Affairs, Communication, Legal and Finance. Depending on the dossiers you manage, you and these departments will form a multidisciplinary team that strongly contributes to Elia's position in the complex energy landscape.

Your main responsibilities follow below

• You will participate in regulatory projects, either by contributing to the development of strategic aspects and proposals or by supporting and guiding the divisions responsible;
• You will continuously monitor developments in the legislative and regulatory framework, both at federal and regional level, to assess whether Elia's activities are developing in the same direction. You will also develop strong expertise in the domains in which you are active;
• You will develop an action plan and determine how Elia's position will be in respect of regulators and authorities. You will do this proactively or in response to legislative or regulatory developments, in positive collaboration with the various departments at Elia;
• You will inform departments about the decisions taken in the regulatory dossiers and update them on any legislative or regulatory changes that have consequences for Elia's activities;
• You will analyse developments in regulations abroad and the operations of foreign system operators and regulators in order to monitor developments in the electricity market;
• You will form a link between the projects that the various Elia departments are working on and guarantee that Elia communicates coherently with the authorities.

Your Profile

• You have a Master's degree in political science, law, economics or a technical field like engineering;
• You have five years’ relevant experience;
• You are interested in technology, legislation and economics;
• You are familiar with how Belgian and European institutions are organised;
• You are familiar with the most important principles underlying the organisation of the energy market or a regulated market;
• Prior experience with the mechanisms of economic regulations would be an advantage;
• You have excellent communication skills;
• You are organised and able to meticulously implement a number of projects simultaneously;
• You are able to communicate fluently in French and Dutch;
• You have a knowledge of English that enables you to follow developments in European legislation;
• You are able to explain complex matters simply without losing sight of technical aspects;
• You are motivated and would like to learn more about the different domains associated with Elia's various activities;
• You are not afraid to constructively question certain elements, with a critical mind;
• You enjoy working with different people.
