Arcadis in Seraing, Belgium, seeks a QA/QC Engineer Manager to lead quality management on the CCGT Seraing project. You will ensure compliance with ISO 9001 and ISO 10005, supervise documentation control, and coordinate with the project team to meet contractual quality requirements.

You will report to the Project Control Manager, oversee vendor dossiers, drive KPIs for quality, and ensure proper handover to operations at project completion. Fluency in English and French is required.

Responsabilités

• Ensure QA/QC meets legal and contractual requirements.
• In the absence of the QA/QC manager, take full QA/QC responsibility with the support of the quality team.
• Follow up on vendor documentation and final dossiers.
• Manage opening, tracking and closing of issues, observations, or nonconformances.
• Ensure design changes are properly approved and aligned with contractual requirements.
• Lead mechanical completion activities and organize quality meetings with contractors.

Description du poste

The QA/QC Engineer Manager will assist the CCGT Seraing newbuilt QA/QC management, working together with an experienced quality engineers and a technical documentation controller. The quality management put in place will be compliant with ISO 9001 and ISO 10005 guidelines and will reflect the rules defined in the Project Quality Management Plan. The QA/QC engineer will consequently make sure that all project team’s action is aligned with the fulfilment of the quality, documentation and technical communication rules.

General activities:

Together with the QA/QC manager :

• Ensure that the quality management meets legal and regulatory requirements and achieves all required certifications
• Ensure that the quality management meets stakeholders operational performance requirements
• Ensure that the quality management meets minimum contractual requirements as described in the EPC Contract, tolling agreement and any other project agreement
• Ensure that the quality management captures the quality requirements of Industry Good Practice and ease of use
• In case of absence of the QA/QC manager, be responsible for all QA/QC topics of the project, with the support of the quality team and the technical documentation manager, with direct reporting to the Project Control Manager (project direction committee member)

Definition of the project QA&QC:

• Apply at each stage of the project the rules, associated procedures and templates to ensure that QA/QC is performed in alignment with the project requirements
• Ensure that all required Vendor documentation and certifications are obtained. Follow-up and control the Vendor Dossiers. Review, comment and approve the Vendor Final Dossiers
• Ensure that procedures on both Project team and EPC sides for opening, recording, track and closeout of all issues, observations, technical queries or nonconformance which may be raised in the course of project realization are applied
• Report any major deviation, questions or issues flagged to the QA/QC Manager, and report appropriately to the Project management team. Ensure that main deviations are recorded and addressed by EPC Contractor (or at minima formally notified)
• In case of design changes or change requests arising from the contractors, the QA/QC Engineer will make sure that engineering deliverables are consistent with the contractual requirements and properly approved by the engineering prior to the implementation
• Lead the Mechanical Completion process, organize the Walkdowns, identify outstanding punch items, lead the quality meetings with Contractor. Manage KPI for quality activity
• Review of Final Documentation structure. In charge of the Project Final Dossiers: review, comments and acceptance
• Together with the QA/QC manager, organize the Project Hand Over to the future Operation & Maintenance team

The QA/QC engineer will closely cooperate with all the members of the CCGT built project team to safeguard the optimal quality management and ensure good documentation and technical communication management

Knowledge & experience

• Minimal 10 years of QA/QC experience or similar
• Fluent in English – French
• Know-how and experience at Site in Combine Cycles construction projects
• International projects experience
• Good knowledge of MS office and IT systems (Excel,…)
• Good know-how of the different quality certification (CE, PED, ATEX…)
• Hands-on & dynamic
