Pauwels Consulting in Brussels seeks a technical expert to support a large-scale sensor and surveillance program. You will draft complex technical specifications and manage public tenders to ensure future-proof data-driven operations.

The role requires 5+ years drafting IT procurement contracts, strong knowledge of Belgian/EU regulations, and fluency in Dutch or French with English proficiency. Hybrid work, full-time, Brussels location, project through 2026 with possible extension.

Qualifications

• 5+ years of hands-on experience drafting and managing IT public procurement contracts.
• Advanced knowledge of IT infrastructure including hardware, software, connectivity and data storage.
• Proven experience defining and monitoring KPIs and SLAs within complex technology environments.
• In-depth knowledge of Belgian and European public procurement legislation.
• Proficient in MS Office for documentation and reporting.
• Proactive, solution-oriented mindset with strong diplomatic and stakeholder management skills.
• Fluent in Dutch or French with active knowledge of English and passive knowledge of the other national language.

Responsabilités

• Draft comprehensive technical requirements and specifications for large-scale public procurement contracts involving camera systems and sensors.
• Conduct detailed market analyses to identify existing and future solutions from global technology providers and integrators.
• Facilitate IT workshops with multidisciplinary stakeholders to capture operational needs and define technical criteria.
• Coordinate technical input regarding infrastructure, architecture, connectivity, and data security to ensure system compatibility.
• Support the full tender lifecycle, including the definition of selection criteria, award methodologies, and SLAs.
• Monitor existing IT contracts and performance metrics to ensure alignment with contractual obligations and security standards.
