EPSA in Belgium seeks a Data & Analytics Program Manager to lead the modernization of data capabilities, including a scalable data platform and governance across business domains.

You will orchestrate activities across projects, ensure alignment with business value, manage budgets, risks, and stakeholder engagement, and report progress to the CIO, with strong collaboration with IT and the Data Management team.

Qualifications

• Must have at least 5 years of experience as program manager or similar in data
• Must have at least 1 year of experience in the energy sector

• Academic Master or equivalent by experience

Data & Analytics Program Manager

The Data & Analytics Program aims to modernize the organization's data capabilities to maximize business value. It includes the implementation of a new scalable and flexible data platform, as well as the deployment of a business-driven data governance and data quality framework. The program also covers the progressive migration of data, data flows, and reports from the legacy platform to the new one, ensuring continuity of use. In parallel, it drives a shift towards a data product approach, structured by business domains and focused on business value, as well as the follow-up of AI developments included in the program. Overall, the program enables better decision-making, increased operational efficiency, and stronger business impact from data.

In this context, the organization is looking for a Program Manager to lead, manage, and follow up on the successful delivery of this program.

1 RESPONSIBILITIES

The Program Manager orchestrates and integrates all program activities across projects to ensure coherent and value-driven delivery, including:

• Alignment between the Business Program Lead who drives the strategy and business value and Project Managers who are responsible for the delivery
• Integrated control of scope, risks, planning and resources
• Effective budget management, ensuring prudent and justified use of contingency reserves
• Overall consistency and dependency across projects of the program, as well as dependencies with projects outside the program
• Delivery of tangible outcomes at program level
• Scope management (what is in scope, what is out of scope, scope change decision management) and priorities alignment
• Monitor the milestones of the different projects of the program
• Make sure the architecture is defined and validated by the appropriate governance structure
• Make sure the development, testing, and operationalization of solutions are done following the predefined milestones
• Coordinate the change management actions and stakeholder engagement

The Program Manager is accountable for program delivery, while business ownership of outcomes and value realization remains with the Business Program Lead

The Program Manager reports hierarchically to the Business Program Lead (CDO, Head of the Data Office within the Strategy Department) and functionally to the Program Sponsor (CIO). This role requires strong integration with the IT teams, particularly the Data Management team within DBS, ensuring close alignment between business priorities and IT delivery.

Within the program governance, the Program Manager prepares the Program SteerCo (agenda, materials, decision log, and action tracking) and plays a leading role in the OpCo, with a strong focus on risk management, escalations, and arbitrations. The Program Manager ensures continuous coordination across project teams on cross-project topics and sets up a structured reporting framework covering delivery, value, risks, budget, and benefits, providing a consolidated and transparent view of the program.

In addition, the Program Manager ensures strong business involvement and reinforces clear business ownership of outcomes and value realization, maintains alignment with the sponsor and key stakeholders, and drives communication, change management, and adoption of the program’s outcomes.

In addition, the Data & Analytics Program Manager will be responsible for:

• Organize and monitor the execution of all program projects, ensuring respect of timelines and management of interdependencies within the overall roadmap
• Ensure continuous alignment between project deliverables, planning, overall program objectives and expected business value, in close coordination with the Business Program Lead, the Sponsor and other key stakeholders
• Ensure compliance with the defined operating model across all projects
• Drive structured communication and stakeholder alignment across the program
• Oversee project managers and key resources to secure delivery and resolve issues when needed
• Anticipate and orchestrate capacity across projects (human, technical, and financial) in alignment with program priorities
• Ensure the consistent application of client's standard methods, processes, and tools
• Ensure that production and operational constraints are properly considered and integrated into delivery
• Ensure coordination with Enterprise Architecture, with regard to architecture choices and roadmap definition
• Track and consolidate program value realization and benefits in coordination with business stakeholders
• Coordinate with integrators and external partners to ensure alignment and effective delivery across program activities

2 KEY COMPETENCES

The following experience and competences are required from the data program manager in order to ensure the success of the mission:

• Must have at least 5 years of experience as program manager or similar role in the field of data
• Must have at least 1 experience in the energy sector
• At least 1 experience in a project of migration towards a new data platform in the cloud
• An excellent knowledge and control of project and program management techniques
• Good understanding of modern data architecture
• Capacity to ensure delivery in an evolving environment and under external pressure
• Client oriented focus with excellent communication and change management skills with different internal and external counterparts at all levels in the organization
• Key competences: flexibility, stress resistance, organization and planning skills
• Must have: excellent knowledge of French, Dutch and English, oral and written
• An academic Master or equivalent by experience
