European Investment Bank (EIB) is seeking a Procurement Officer based in Luxembourg to coordinate, design and implement corporate procurement solutions within regulatory constraints. The role spans IT, licences, facilities and professional services across the CFPC/PM, with strong governance and risk controls.

You will translate business needs into strategic sourcing, prepare tender documentation and oversee evaluations while ensuring transparency and auditability.

Qualifications

• University degree (Bachelor equivalent) in Law, Business Administration, Economics, Engineering or related field.
• At least 5 years of relevant procurement experience, ideally in public procurement or international organisations.
• Strong knowledge of EU public procurement rules and practices.
• Experience in managing tender procedures.
• Understanding of risk management, contract structuring and supplier management concepts.
• Strong analytical and problem-solving skills with ability to manage multiple processes.
• Excellent communication and stakeholder management skills.
• Good knowledge of standard IT tools and procurement systems.
• Excellent knowledge of English and/or French with good command of the other.
• Experience in contract negotiations is a plus.
• Experience with digital procurement tools and systems (e.g. PPMT, Mercell) is a plus.
• Experience in IT-related procurement procedures and calls for tender is an advantage.

Procurement Officer - based in Luxembourg.

This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union's bank, is seeking to recruit for its Chief Financial Controller Directorate (CFC), Corporate Finance & Procurement Centre Department (CFPC), Procurement Management Division (PM), Procurement Management Unit 1 Unit (PM1) at its headquarters in Luxembourg, a Procurement Officer*.

This is a full-time temporary position at grade 5.

The term of this contract will be 15/12/2028.

Purpose

You will coordinate, design and implement corporate procurement solutions across the EIB under regulatory and governance constraints in order to ensure compliant, efficient and value driven sourcing and contracting outcomes.

Operating Network

You will operate within the central function responsible for corporate procurement activities across the EIB. The role covers a wide range of categories, including corporate services, digital, facilities, and professional services.

The position requires managing complex procurement processes involving multiple stakeholders and ensuring alignment with evolving regulatory requirements (e.g. EU procurement rules, outsourcing frameworks, DORA). The role is characterised by strong interaction with business units, Legal (JU), Compliance (GRC-OCCO) and Finance functions.

You will contribute to the Bank’s transition towards a more integrated and efficient procurement model, with clear separation between upstream procurement (PM) and downstream contract lifecycle management.

Limited travel may occur depending on procurement needs.

Accountabilities

• Lead and coordinate end-to-end procurement processes, ensuring full regulatory compliance, mitigation of legal risk, and high standards of quality assurance and legal consistency across all activities.


• Translate business requirements into effective procurement strategies, sourcing approaches and contractual solutions that optimise value, ensure operational efficiency and mitigate risks.


• Prepare and oversee tender documentation, evaluation processes and award proposals, ensuring transparency, robustness and auditability, with a strong focus on legal coherence and compliance.


• Contribute to the implementation and oversight of key governance controls, including verification of Powers of Attorney and signature authorities, ensuring transactions are properly authorised and legally enforceable.


• Take a leading role in designated procurement categories (e.g. IT, licence management), ensuring optimisation of costs, usage and contractual terms across the organisation.


• Identify, assess and proactively manage procurement risks, including in areas such as outsourcing, supplier dependency and relevant regulatory frameworks (e.g. DORA), and develop appropriate mitigation strategies.


• Contribute to the development, standardisation and continuous improvement of procurement policies, tools, templates and procedures, promoting consistency and best practices across CFPC/PM.


• Provide expert advice to internal stakeholders on procurement strategies, contract structuring and applicable regulatory frameworks.


• Contribute to procurement reporting, performance monitoring and data quality in procurement systems, ensuring reliable information to support decision-making and senior management oversight.

Qualifications

• University degree (minimum an equivalent to a Bachelor) preferably in Law, Business Administration, Economics, Engineering or related field.


• At least 5 years of relevant professional experience, ideally in public procurement, sourcing and contract management, preferably in an international organisation.


• Strong knowledge of EU public procurement rules, principles and practices.


• Experience in managing tender procedures.


• Understanding of risk management, contract structuring and supplier management concepts.


• Strong analytical and problem-solving skills with ability to manage multiple processes simultaneously.


• Excellent communication and stakeholder management skills.


• Very good knowledge of standard IT tools and procurement systems.


• Excellent knowledge of English and/or French (***) with a good command of the other. Knowledge of other EU languages would be an advantage. French would in particular be a distinct advantage.


• Experience in contract negotiations is a plus.


• Experience with digital procurement tools and systems (e.g. PPMT, Mercell) is a plus.


• Experience in managing IT-related procurement procedures and calls for tender (e.g. software, hardware, consultancy services) is an advantage.
