The College of Europe in Bruges invites applications for the Procurement Officer (100% FTE). Based in Bruges and reporting to the Legal Advisor, the officer will manage public procurement procedures, draft specifications, and support contract administration across the College.

We seek a candidate with a law/public administration/economics background, at least 3 years in procurement, and fluency in English and Dutch.

Qualifications

  • A bachelor’s or master’s degree in law, public administration, business management, economics or a related field.
  • At least 3 years of relevant professional experience in public procurement, purchasing, contract management or a related field.
  • A solid understanding of public procurement legislation and procedures.
  • Excellent command of English and Dutch; knowledge of French is an asset.
  • Experience in drafting technical specifications for works, supply and/or service contracts is considered an asset.
  • Full digital literacy, including proficiency in Microsoft Office applications.
  • Strong analytical and organisational skills, combined with a high level of accuracy and attention to detail.
  • Excellent communication skills, with the ability to translate complex legal or technical information into practical advice.
  • A proactive, service-oriented and collaborative approach.
  • The ability to work autonomously while effectively managing multiple priorities and deadlines.

Responsabilités

  • Manage public procurement procedures and framework agreements in collaboration with internal stakeholders.
  • Prepare and publish procurement documentation through the relevant eProcurement platforms.
  • Draft and review technical specifications, tender documents and related procurement materials.
  • Provide practical advice and guidance on public procurement procedures to colleagues.
  • Develop and maintain procurement templates, model documents and internal guidance materials.
  • Ensure procurement files are complete, accurate and compliant with applicable regulations and internal procedures.
  • Support contract administration throughout the contract lifecycle.
  • Monitor contract implementation and supplier performance and propose improvements where necessary.
  • Stay updated on legal changes and best practices in the field of public procurement.
  • Contribute to the continuous improvement of procurement processes and tools.

The College of Europe is seeking applications for the position of Procurement Officer (100% FTE), joining the Rectorate at its Bruges campus.

This newly created role will support the Legal Advisor in the management of public procurement procedures and contracts across the College. The Procurement Officer will coordinate procurement files from preparation to contract follow-up, provide guidance to internal stakeholders, and contribute to ensuring compliance with applicable public procurement regulations and College procedures.

The Role

Based in Bruges, the Procurement Officer will work under the direct supervision of the Legal Advisor and collaborate with colleagues across the College's administration. The position combines operational procurement management, stakeholder support and contract administration.

The main tasks and responsibilities of the Procurement Officer will include:

Your Profile

For the position of Procurement Officer, the College is looking for candidates with:
