Description du poste

The Global Green Growth Institute (GGGI) is implementing the Green Coupon Subsidy Facility (GCSF), Pillar III of the European Union’s Global Green Bond Initiative (GGBI). The Facility is designed to expand access of low- and middle-income countries to international and local green capital markets by lowering the cost of capital associated with eligible green and sustainability bond issuances.

The GCSF provides targeted grant subsidies to eligible sovereign, sub-sovereign and corporate issuers and complements the GGBI Fund and Technical Assistance pillar. GGGI is responsible for the assessment, approval, grant management, monitoring and reporting functions of the Facility, working closely with the European Commission, EU Delegations, the GGBI Fund and Pillar II Implementing Partners.

The Facility is implemented through a Facility Management Unit and a Transaction Management Unit. The Facility Management Unit is responsible for the overall strategic, operational and financial management of the GCSF, including portfolio oversight, governance, legal and contractual matters, grant administration, financial management, results monitoring, audit coordination and Facility-level reporting.

The position will lead the GCSF team, oversee the Facility’s transaction pipeline and grant portfolio, and serve as GGGI’s primary operational interface with the European Commission.

Based in Luxembourg, the Facility Manager will work closely with GGGI teams in Sub-Saharan Africa and other eligible regions and with European Commission counterparts in Brussels. • Provide strategic oversight of the Facility’s transaction pipeline, grant portfolio, financial resources and operational priorities.
  • Lead the Facility Management Unit and provide overall coordination and oversight of the Transaction Management Unit.
  • Ensure effective management of operational, financial, legal, compliance and portfolio risks across the Facility.
  • Provide senior oversight of individual transactions and ensure consistent application of GCSF eligibility criteria, subsidy methodology and approval requirements.
ENGAGEMENT
  • Serve as GGGI’s primary operational interface with the European Commission and maintain regular engagement with relevant Commission services in Brussels.
  • Coordinate closely with EU Delegations, the GGBI Fund, Pillar II Implementing Partners and other development finance partners.
  • Engage with sovereign, sub-sovereign and other eligible issuers on strategically or technically complex transactions and grant negotiations.
  • Coordinate with GGGI senior management and relevant legal, finance, safeguards, results and technical teams.
  • Represent the GCSF in governance meetings, technical discussions, partner engagements and other relevant external forums.
DELIVERY
  • Lead preparation and implementation of annual workplans and budgets and oversee the Facility’s transaction pipeline, portfolio, commitments, cash flows and available resources.
  • Oversee screening, prioritization and assessment processes and review transaction strategies, Eligibility and Compliance assessments, subsidy recommendations and proposed grant conditions.
  • Oversee grant commitments, contracting and disbursements and ensure compliance with applicable financial, legal, reporting and audit requirements.
  • Maintain effective Facility-level risk management, portfolio monitoring, results reporting and governance systems, including timely escalation and resolution of material issues.
  • Supervise the GCSF team and ensure timely, high-quality delivery of transaction, financial, legal, monitoring and reporting outputs.
