Keystone Solutions seeks a Linked Open Data Specialist for a consultancy engagement at a client site in Belgium. You will transform BelgoNyms data into Linked Open Data, working with domain experts to develop a conceptual and semantic model and align with standards.

You will identify vocabularies, reference data, and interoperability opportunities, define governance for URIs/IRIs, and propose an end-to-end architecture and roadmap. This is a 5-month, part-time assignment starting ASAP.

Qualifications

• Conceptual modeling of data structures and relationships.
• Semantic modeling and ontology alignment with vocabularies.
• Facilitating workshops to capture business requirements and constraints.
• Knowledge Graph concepts and LOD objectives for data integration.
• Experience with Linked Open Data (LOD) principles and implementations.
• Designing ontologies and interoperability across systems.
• Proficiency with RDF/OWL/SKOS/SPARQL for modeling and querying.
• Governance of URIs/IRIs and naming conventions.

Responsabilités

• Conduct strategic and technical study to transform BelgoNyms data into Linked Open Data.
• Develop a documented conceptual model with diagrams (UML, RDF, or equivalent).
• Identify relevant ontologies and vocabularies; align with standards.
• Define use cases, stakeholders and competency questions to validate the model.
• Identify external reference data and interconnection possibilities (Wikidata, GeoNames, INSPIRE).
• Propose a governance strategy for URIs/IRIs and data identifiers.
• Evaluate RDF modeling tools and data publication architectures; propose a target architecture.
• Define implementation phases, dependencies, risks and a final recommendations roadmap.
