Harvey Nash is partnering with a major utilities and public infrastructure organization in Belgium to hire an Interim CIO / Digital Program Manager. You will shape IT strategy, lead digital transformation, and align critical information systems with business goals.

You will guide large programmes, manage budgets and risks, coordinate executives and partners, and drive governance, security, and documentation through complex integrations.

Qualifications

• 10+ years of professional experience in Information Systems.
• 8+ years in a role equivalent to CIO or similar senior IT leadership position.
• Proven track record defining IT strategy, target architectures, and digital roadmaps.
• Strong experience leading digital transformation and enterprise-wide change initiatives.
• Experience managing complex programs, budgets, risks, vendors, and executive stakeholders.

Our client, a major organization active in the utilities and public infrastructure sector, is looking for an experienced Interim CIO / Digital Program Manager to lead strategic IT initiatives, drive digital transformation, and support the evolution of critical information systems.

The successful consultant will work closely with executive stakeholders, define target architectures, oversee transformation programs, and ensure the alignment of technology with business objectives.

Your responsibilities

• Define and maintain IT strategy, digital roadmaps, and target architectures.
• Lead large-scale digital transformation and modernization initiatives.
• Manage complex programs, ensuring delivery within scope, budget, and timelines.
• Drive IT governance and operating model improvements.
• Coordinate internal teams, external partners, and key stakeholders.
• Ensure interoperability between business-critical applications and platforms.

Required Experience

• Minimum 10 years of professional experience in Information Systems.
• Minimum 8 years of experience in a role equivalent to one of the following: Chief Information Officer (CIO)
• Similar senior IT leadership position
• Proven experience defining IT strategy, target architectures, and digital roadmaps.
• Strong track record in leading digital transformation and enterprise-wide change initiatives.
• Experience managing complex programs, budgets, risks, vendors, and executive stakeholders.

Key Responsibilities:

• Designing, documenting, and proposing target architectures aligned with business needs.
• Supporting cooperators and driving the evolution/interoperability of existing information systems.
• Managing program execution: tracking deadlines, budgets, risks, dependencies, and coordinating internal and external actors.
• Ensuring structured documentation and a smooth knowledge transfer to internal teams.

Core Technical Domains & Environments:

• Deep understanding of IT Governance (COBIT, ITIL).
• Integration and interoperability with SAP environments and open-source solutions.
• Familiarity with water-sector systems: GIS/geomatics, SCADA/industrial systems, GMAO, and billing/CRM tools.
• Infrastructure: hybrid, on-premises, and cloud environments.
