NATO is seeking a Defence Production Analyst in Belgium, Brussels, to analyze and report on defence industrial capacity and production. The role sits within the Defence Industry, Innovation and Armaments Division (D2IA) IPPS team and involves developing analytical products and delivering actionable recommendations.

The Defence Industry, Innovation and Armaments Division (D2IA) leads on the rapid development and delivery of cutting-edge and interoperable defence capabilities, working with innovation ecosystems and industry across the Alliance to meet NATO’s deterrence and defence needs.
The incumbent works in the Industry, Partnerships and Policy Section (IPPS), and carries out the duties of a defence production analyst within a team of defence industrial capacity officers. The incumbent is responsible for applying analytical techniques to the collection and analysis of data from all relevant sources on defence industrial capacity and production. Additionally, the incumbent supports the development of analytical products and provides actionable recommendations, in support of IPPS and overall D2IA work strands.

Policy Development: Provide data-driven advice on defence policy and cooperation in relation to defence industrial capacity and production. Contribute to the development of guidance on industry related defence matters. Draft policy proposals and provide input to policy, strategy and conceptual papers developed by colleagues.
Information Management: Develop and oversee data repositories, resources and tools to support the section’s efficient access to information in relation to industrial production and supply chains. Monitor ongoing developments related to the Alliance’s industrial base. Exchange knowledge and information with colleagues on topics influenced by industrial developments.
Project Management: Identify, analyse, design and contribute expertise to projects/programmes. Deliver high quality reports on defence industrial matters as tasked, including actionable recommendations based on an assessment of available information. Identify and analyse trends related insights to inform decision-making.
Stakeholder Management: Develop a network of internal and external stakeholders to support research and analysis. Represent the Division and participate in meetings at NATO staff level and with external stakeholders, in particular the EU.
Perform any other related duty as assigned.
The incumbent reports to the assigned lead officer within the section.
They work in close cooperation with the section and entire Division. They also maintain contacts with senior members of the International Staff and International Military Staff, members of national delegations, NATO Science & Technology Organization, NATO Agencies, International Organizations, industry partners and subject-matter experts.

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
