Cushman & Wakefield in Brussels is seeking a Cost Manager NL/FR to coordinate financial management of construction and fit-out projects from concept through procurement and execution.

You will work with Project Managers, Architects, and suppliers to keep costs within budget, provide cost planning, market intelligence, and reporting, and travel to client sites as needed.

Qualifications

• Bachelor’s or master’s degree in Management, Quantity Surveying, Civil Engineering, Architecture, Real Estate, or a related discipline.
• 3–5 years of experience in Cost Management, Quantity Surveying, Estimating, or Construction Commercial Management.
• Fluent in Dutch, French and English, both spoken and written.
• Experience in tendering and procurement processes.

Responsible for the coordination of projects, including small tenant improvements, assignments, capital improvements and building or site repairs for properties; may provide project management support to Project Managers or Directors for designated projects.

Role Purpose:

The Cost Manager is responsible for the financial management of construction and fit-out projects from concept design through procurement and execution. The role ensures that projects are developed, tendered, and delivered within approved budgets while maintaining quality and programme objectives. Working closely with Project Managers, Project Owners, Architects, Suppliers, and Subcontractors, the Cost Manager provides cost planning, procurement leadership, market intelligence, and budget control throughout the project lifecycle.

Key Responsibilities:

Cost planning & budget management

• Prepare project cost estimates and budgets based on design information.
• Support design decisions by providing cost advice and budget guidance.
• Identify cost-saving opportunities and potential budget risks.
• Monitor and update project budgets throughout the project lifecycle.

Design & cost coordination

• Work closely with Project Managers and Design team during project development.
• Review design changes and assess their impact on project costs.
• Support value engineering and cost optimization initiatives.

Tendering & procurement

• Lead the tendering process and manage Requests for Quotation (RFQs).
• Source, evaluate, and compare subcontractor and supplier proposals.
• Review bids with the project team and support subcontractor selection.
• Incorporate approved bids into project budgets and cost plans.

Supplier & market management

• Develop and maintain relationships with subcontractors and suppliers.
• Regularly update pricing information and monitor market trends.
• Support supplier performance reviews and procurement strategies.

Materials & purchasing coordination

• Prepare material schedules with the design and project teams.
• Coordinate material procurement and support purchasing activities.
• Ensure procurement remains aligned with budget and project requirements.

Cost control & reporting

• Track project costs against approved budgets.
• Evaluate the cost impact of variations and change requests.
• Prepare cost reports, forecasts, and recommendations for project teams.
• Support project close-out and final cost reconciliation.

Knowledge & Experience:

• Education — Bachelor's or master’s degree in Management, Quantity Surveying, Civil Engineering, Architecture, Real Estate, or a related discipline.
• Experience — Minimum 3-5 years of experience in Cost Management, Quantity Surveying, Estimating, or Construction Commercial Management. Experience in construction, fit-out, workplace, commercial real estate, or design-and-build projects. Demonstrated experience managing tendering and procurement processes.
• Strong commercial awareness — Understands project costs, market pricing and procurement strategies, ensuring sound financial decision-making throughout the project lifecycle.
• Analytical and detail-oriented — Able to assess budgets, bids and cost data accurately while identifying risks, opportunities and discrepancies.
• Negotiation skills — Confident in managing tender discussions, evaluating commercial proposals and securing competitive market pricing.
• Strong communication — Collaborates effectively with Project Managers, Architects, Suppliers and Subcontractors, translating complex cost information into clear recommendations.
• High resilience — Performs effectively in fast-paced project environments and adapts quickly to changing priorities and project requirements.
• Team-oriented mindset – Builds trusted relationships across internal teams and external partners to achieve successful project outcomes.
• Mobility readiness — Willing to travel to client sites and holds a valid Category B driver’s license.
• Language proficiency — Fluent in Dutch, French and English, both spoken and written.
