Rhox seeks a senior Change Manager to lead the IS transformation and NIS2 adoption in a large public-sector setting. You will guide governance, map impacts, and shape adoption strategies across managers, processes and tools to ensure resilient security practice.
Fluent Dutch and French with English at B2 level are required, alongside strong coaching and stakeholder management skills to drive enduring change across complex teams and processes.
A large public-sector organisation is transforming its information systems function while strengthening cybersecurity under NIS2 and the CyFun Essential framework. The scope combines organisational transformation with the practical adoption of security requirements across an information systems function. In this role, you guide the human side of both programmes, helping managers and colleagues adopt new responsibilities, processes, controls and ways of working.
The IS transformation aims to improve operational effectiveness, adapt the organisation, develop capabilities and evolve working practices. In parallel, NIS2 and CyFun Essential bring cybersecurity more firmly into daily work and strengthen organisational resilience. Your focus is adoption, not the technical implementation alone.
You embed change management in project governance throughout each initiative's lifecycle. You map impacts across the organisation, business activities, processes, tools and capabilities, then turn findings into communication, coaching and adoption actions. This includes helping managers and colleagues understand changing cybersecurity responsibilities, support the adoption of new security processes, controls and tools, and apply Security by Design in projects. You develop a proactive cybersecurity culture under NIS2 through awareness activities, a network of change ambassadors and security champions. Working with the wider NIS2 change lead and other stakeholders, you align communication plans across both programmes and address resistance before it prevents lasting adoption. You track changes in behaviour and practice, report adoption progress to transformation governance, and identify where further support is needed.
