Qualifications

• 5+ years in change management using ADKAR methodology.
• 5+ years leading transformations in an IS environment.
• 3+ years in Information Security Management with awareness of NIS2 or CyFun frameworks.
• 3+ years in large-scale or public sector environments.
• 3+ years ITSM and ITIL knowledge.
• Fluent in French or Dutch with professional working proficiency in English.

Our client, a prominent organization in the public transport sector, is looking for a Change Manager to lead the human dimension of its digital transformation and cybersecurity initiatives. The role involves driving the adoption of new organizational structures, processes, and security practices within the information systems department to ensure long-term operational resilience.

• Define and implement the global change management strategy and roadmap for the transformation and cybersecurity programs.
• Conduct impact assessments to map organizational, business, and technical changes across the department.
• Develop comprehensive communication plans and campaigns to foster a proactive security culture.
• Establish and support a network of change ambassadors and security champions to promote new ways of working.
• Coach project managers, product owners, and critical teams on adoption strategies and resistance management.
• Monitor and report on adoption progress using ADKAR indicators and established KPIs.

• 5+ years of experience in change management utilizing the ADKAR methodology.
• 5+ years of experience leading organizational transformations within an IS environment.
• 3+ years of experience with Information Security Management and awareness of NIS2 or CyFun frameworks.
• 3+ years of experience working within large-scale organizations or the public sector.
• 3+ years of experience with IT Service Management processes and ITIL standards.
• You bring strong interpersonal skills, including active listening, empathy, and the ability to influence stakeholders.
• You possess a proactive approach to identifying, understanding, and managing resistance in complex environments.
• You are fluent in French or Dutch with professional working proficiency in English.

Nice to Haves

• Experience implementing Security by Design principles within project lifecycles.
• Familiarity with the CyFun Essential framework.

• Duration: 16 months (until 31/12/2027)
• Work regime: Full-time
• Location: Brussels
• Working model: Hybrid (2 to 3 days per week onsite)
