Keystone Solutions is seeking a Senior Business Analyst for a consultancy mission at a client site in Belgium. The role focuses on digitalization projects within the justice system, including improving communication to citizens and ensuring accessibility of services.

The assignment runs 07/12/2026 to 31/03/2028, full time, based on-site in Brussels. Fluency in Dutch or French with English competency is required.

Qualifications

• Senior-level experience in business analysis within government context.
• Experience with PRINCE2/AGILE and analytical control.
• Experience with projects involving multiple data flows from different parties is a plus.
• Fluent in French or Dutch with good English understanding.

Responsabilités

• Conduct business analyses, including creating as-is and to-be process flows.
• Identify improvement opportunities regarding data quality and process flows.
• Analyze and optimize data exchange between various government services.
• Develop clear and detailed user stories with corresponding acceptance criteria.
• Follow up with IT vendors during functional analysis and conduct UAT.
• Report to the Project Manager on risks, bottlenecks, dependencies, or other obstacles.
• Ensure careful and accessible documentation on collaboration tools.
• Support the Public Prosecutor's Office in establishing a uniform approach to recidivism for traffic offenses.
• Facilitate working groups and meetings with various stakeholders.
• Coordinate business analysis regarding the central recidivism database for traffic offenses.
• Prepare clear user manuals for application end-users.
• Develop and support training related to new or modified functionalities.

Mission Overview:

Keystone Solutions is seeking a Business Analyst for a consultancy mission at a client site. The client is responsible for coordinating organizational and digital processes within the justice system, focusing on digitalization projects that enhance the execution of penalties and reduce administrative burdens.

Project Objectives:

• Accelerate the processing of fines;
• Reduce the workload of stakeholders in the criminal justice chain through a chain approach;
• Digitize information processing;
• Improve the financial execution of penalties;
• Enhance public service delivery.

As part of the digitalization efforts, the Business Analyst will address the challenge of improving communication to citizens, ensuring accessibility to services, and fostering trust in the justice system.

Key Responsibilities:

• Conduct business analyses, including creating as-is and to-be process flows.
• Identify improvement opportunities regarding data quality and process flows.
• Analyze and optimize data exchange between various government services.
• Develop clear and detailed user stories with corresponding acceptance criteria.
• Follow up with IT vendors during functional analysis and conduct User Acceptance Testing (UAT).
• Report to the Project Manager on risks, bottlenecks, dependencies, or other obstacles.
• Ensure careful and accessible documentation on collaboration tools.
• Support the Public Prosecutor's Office in establishing a uniform approach to recidivism for traffic offenses.
• Facilitate working groups and meetings with various stakeholders.
• Coordinate business analysis regarding the central recidivism database for traffic offenses.
• Prepare clear user manuals for application end-users.
• Develop and support training related to new or modified functionalities.

Required Qualifications and Skills:

• Minimum 5 years of experience in a senior profile.
• Bachelor's degree in a relevant field.
• Experience with project management methodologies (PRINCE 2, AGILE) and analytical control.
• Experience with projects involving multiple data flows from different parties is a plus.
• Experience with government projects is a plus.
• Good understanding of English and fluent in French or Dutch, with the ability to understand the other language well.

Profile Requirements:

• Experience with complex business analysis in a government context is a plus.
• Strong in stakeholder management and communication with both technical and non-technical parties.
• Knowledge of business and functional analysis, process modeling, and user story creation.
• Experience with IT projects and vendor management.
• Meticulous in providing clear documentation and follow-up.
• Affinity with traffic and justice context is an asset.
