Context and project
The position sits within the application service centre of a public administration, working closely with the quality unit. The role strengthens existing test teams with methodological and operational expertise on end-to-end journeys that span several applications, suppliers, administrations or third-party bodies.
The initial focus is a tax domain related to vehicles. The scope may extend to other tax matters requiring cross-functional testing with third-party bodies, authentic sources, partner platforms or external systems.
The role complements existing set-ups. It does not replace application test coordinators, programme managers or suppliers. The goal is to demonstrate, with evidence, that inter-organisational chains work end to end under representative conditions, that incidents can be detected and controlled, and that residual risks are clearly presented before any go-live decision.
Key responsibilities
- Assess the cross-functional consistency of existing test strategies and plans, and propose the necessary additions.
- Identify critical E2E journeys and formalise nominal, alternative, degraded and recovery scenarios.
- Build and maintain a map of stakeholders, applications, interfaces, service agreements, exchanged data, responsibilities and test dependencies.
- Define the cross-functional and interoperability test strategy: scope, coverage, sequencing, environments, test data, entry and exit criteria, expected evidence.
- Prepare a consolidated campaign plan with test coordinators, building on their application-level plans.
- Organise campaigns with third-party bodies: contact availability, test windows, data and escalation channels.
- Design, prepare and, where needed, execute or supervise the most critical E2E scenarios.
- Ensure traceability between business processes, requirements, interfaces, test cases, data, results, defects and evidence.
- Coordinate the analysis of cross-functional defects, identify the system or party responsible, and track fixes and retests through to closure.
- Consolidate results from the various teams and third parties into a single, evidence-based report.
- Flag coverage gaps, unsecured dependencies and risks affecting service, revenue, compliance or users.
- Issue an independent Go, No Go or conditional Go recommendation to programme coordination and decision-making bodies.
Expected deliverables: initial assessment and prioritised improvement plan, stakeholder and systems map, reusable cross-functional test strategy, consolidated campaign plan, catalogue of critical E2E scenarios, traceability matrix, campaign preparation files, consolidated dashboard, campaign reports with execution evidence, Go/No Go recommendations with residual risks and mitigating measures.
