Job summary

Upper Hutt City Council is seeking a senior leader to head the Infrastructure Transport and Engineering team. You will translate the Integrated Transport Strategy into practical programmes, manage a multidisciplinary team, and lead planning, consents and road-safety initiatives for a safe, connected city.

You will work with mana whenua, NZTA and regional partners to deliver timely regulatory outcomes, budgets and capital delivery aligned with Council plans and long-term strategy.

Qualifications

• Minimum 10 years post-qualification experience.
• Experience leading multidisciplinary teams as a subject-matter expert.
• Sound understanding of transport planning, traffic engineering, road safety and engineering consents in a NZ local government context.
• Strong understanding of NZ Transport Agency processes and funding cycles.
• Strong financial and budget management skills.
• Ability to build and maintain effective relationships with internal teams and external partners.
• Excellent written and verbal communication skills.

Responsibilities

• Lead a multidisciplinary team, setting priorities and managing workloads.
• Own delivery of the Integrated Transport Strategy through a prioritised programme of investigations, business cases and projects.
• Oversee engineering consents, corridor access activities and technical advice.
• Lead speed management planning, road classification and transport designation processes.
• Own the team’s work programme and budgets, including forecasting and reporting.
• Contribute to transport strategies, policies and bylaws, and maintain engineering standards.
• Build relationships with mana whenua, NZTA, regional partners, elected members, developers, consultants and the community.
• Align transport planning with capital delivery and network operations, and participate in after-hours on-call.
