Job summary

City of Boroondara is seeking a hands-on Technical Test Analyst to support a major transformation program implementing Datascape and MyDatascape across property, planning, building and regulatory services.

You will lead automated testing across UI, API, integrations, and data migration, while working with SaaS vendors, SMEs and technical teams. ISTQB certifications are desirable; experience with Playwright and robust test data practices is expected.

A little bit about the role

Council’s Property, Planning and Permits (PPP) program is modernising how Council delivers services to the community. The PPP program is implementing Datascape and MyDatascape across property, planning, building and regulatory services, supported by significant business-process change, integrations, data migration and financial and regulatory controls. Council requires credible, independent evidence that the new capability is fit for purpose, operationally ready and sustainable through future SaaS releases.

The Technical Test Analyst provides hands-on technical testing across Datascape, MyDatascape, APIs, integrations, data migration and connected Council systems. The role implements and maintains the agreed test-automation framework and approved test tooling; develops reliable UI, API, integration, data-validation and migration-reconciliation automation; and performs manual technical testing where automation is not appropriate.

The role works with employees at all levels across Council and with Senior Test Lead, will work with SaaS vendor functional specialists, migration and integration suppliers testing-tool vendors and specialist assurance providers.

Key responsibilities

• Identify and prioritise technical quality risks by reviewing requirements, supplier specifications, APIs, interfaces, migration rules and acceptance criteria.
• Translate high-risk business processes into clear, testable technical scenarios in collaboration with functional testers, SMEs and technical teams.
• Define testability needs, including accessible APIs, stable UI selectors, logging, traceability, controlled test data, test accounts and repeatable environments.
• Establish, maintain and improve the approved automation framework, reusable components, tools, repositories, dashboards and evidence structures.
• Build and maintain reliable automated testing across UI, API, integration, data validation, migration reconciliation, smoke and regression coverage.
• Design and execute API, integration, migration, reconciliation, regression, cutover and production-safe verification testing across connected systems.
• Validate data flows, cross-system transactions, hand-offs, referential integrity, failure scenarios, retries, outages and recovery behaviour.
• Provide credible technical evidence, analyse defects, support UAT and end-to-end testing, retest fixes and elevate unresolved quality risks.

A little bit about you

You will be a hands-on technical test analyst with experience working on complex SaaS, ERP or enterprise system implementations. You will bring strong practical capability in API testing, integration validation, data migration, SQL or data interrogation, automation design and technical defect diagnosis. You are confident building and maintaining reliable automated tests using tools such as Playwright or equivalent, and understand how to manage testware through source control, reusable components, controlled configuration and secure test-data practices. You will have a risk-based approach to testing, balancing coverage, reliability, execution time and maintenance effort. You will be able to critically assess supplier evidence, identify technical quality risks and support robust regression, recovery, cutover and production-verification testing.

You will have well developed analytical and communication skills and the ability to work constructively with functional testers, business SMEs, technical teams and suppliers. ISTQB Certified Tester Foundation level qualification and Advanced Level Test Automation Engineering certification would be desirable.
