Job summary

Townsville City Council invites applications for a Technical Officer in the Civil Delivery Construction Team. The role focuses on delivering roads, bridges, drainage and community infrastructure to support Townsville's growth.

You will coordinate with Engineers, Project Managers, Supervisors and field crews, providing technical support and supervising site activities to ensure safety, on-time completion and budget adherence.

Qualifications

  • A Diploma/degree in civil engineering or equivalent with substantial civil construction experience.
  • Strong ability to interpret drawings, specifications and technical documentation.
  • Experience managing capital works and coordinating contractors.
  • Commitment to safety, teamwork and delivering projects on time and within budget.

Responsibilities

  • Coordinate and supervise civil construction projects from planning to completion.
  • Conduct site inspections to monitor safety, quality, progress and compliance.
  • Provide technical advice to contractors, crews and project stakeholders.
  • Monitor budgets, schedules, resources and contractor performance.
  • Prepare reports and completion records.
  • Ensure works comply with standards, legislation and environment.

Division/Section: Construction Maintenance & Operations

Position Type: Permanent Full Time (9 day fortnight, 36.25Hours per week)

Base Salary: LGO Level 4 to 6: $86,720- $109,563 per annum + super
*Appointment level and remuneration will be determined based on the successful applicant’s qualifications, skills, knowledge, and relevant experience. Progression to a higher classification level is not automatic and must be supported by the required capabilities, qualifications and experience for that level.

About the Role

Are you passionate about delivering quality civil infrastructure that makes a real difference to the community?

We're seeking an experienced Technical Officer to join our Civil Delivery Construction Team, helping deliver roads, bridges, drainage networks and community infrastructure that support Townsville's growth.

You'll work with Engineers, Project Managers, Supervisors and field crews to deliver construction projects safely, efficiently and to a high standard.

As a Technical Officer, you'll coordinate and oversee Council's civil construction projects from planning through to completion.

You'll provide technical support, site supervision and coordination to ensure projects are delivered safely, on time and within budget.

The role combines project coordination, site inspections, stakeholder engagement and practical involvement across the city.

Key Responsibilities
  • Coordinate and supervise civil construction projects from planning to completion.
  • Conduct site inspections to monitor safety, quality, progress and compliance.
  • Provide technical advice to contractors, crews and project stakeholders.
  • Monitor budgets, schedules, resources and contractor performance.
  • Support delivery of Council's Capital Works Program.
  • Review drawings, specifications and project documentation.
  • Resolve construction issues to keep projects on track.
  • Prepare reports, progress updates and completion records.
  • Ensure works comply with Council standards, legislation, environmental requirements and traffic management practices.
  • Promote a positive safety culture throughout project delivery.
About You

You're a practical, solutions-focused construction professional who enjoys seeing projects delivered from start to finish.

You have civil construction experience and enjoy balancing site work with office coordination, strong relationships and practical solutions.

You will bring:
  • Experience delivering civil construction projects and capital works.
  • Knowledge of roads, bridges, drainage, pathways and other civil infrastructure.
  • Strong project coordination and contractor management skills.
  • Ability to interpret drawings, specifications and technical documentation.
  • Experience with site inspections and quality assurance activities.
  • A strong commitment to safety, teamwork and positive project outcomes.
Mandatory Requirements
  • 'C' Class Licence
  • Construction Industry White Car
  • Associate Degree in Civil Engineering and/or significant experience (5+ years) in civil construction, maintenance, or infrastructure asset inspections.
  • Diploma of Project Management, or the ability to obtain within two years of appointment.
