Reporting to the General Manager Strategy, Planning and Performance, you will lead complex studies from early concept through to business case development, bringing together technical, commercial, environmental and stakeholder inputs to support investment decisions. If you are an accomplished study, infrastructure, engineering or planning professional with a passion for solving complex challenges and influencing strategic outcomes, we would love to hear from you.

Role Highlights

As Study Manager, you will lead multidisciplinary studies from concept through to business case development, ensuring projects are delivered with strategic clarity, technical rigor and commercial discipline. You will work across a broad portfolio of initiatives, guiding feasibility investigations, infrastructure options assessments, scenario modelling, front-end engineering development (FEED) and business case preparation to support Fremantle Ports' future development.

This role requires exceptional leadership, stakeholder engagement and communication skills, with the ability to translate complex information into clear recommendations for executives and governance forums.

Key responsibilities include but are not limited to:
Strategic Leadership
  • Lead the full study lifecycle, aligning technical, commercial, environmental, planning and stakeholder workstreams.
  • Drive the successful delivery of complex and multidisciplinary studies.
  • Provide strategic project leadership and technical advice to support investment decisions.
  • Identify emerging opportunities and redefine study requirements based on evolving evidence and insights.
  • Champion best-practice project, contract and study management approaches.
Study Development & Delivery
  • Establish best-practice front-end engineering development and study management processes.
  • Lead investment logic mapping, trade forecasting, scenario modelling and options assessments.
  • Develop business cases, functional specifications, operating models and infrastructure solutions.
  • Manage study scope, budgets, schedules, risks and resources.
  • Oversee procurement activities, consultant engagement and contract management.
  • Produce high-quality executive reports, steering committee papers and decision-support materials.
  • Ensure studies are delivered on time, within budget and to a high standard of quality.
Stakeholder & Governance Management
  • Partner with internal and external stakeholders to influence critical outcomes.
  • Support industry consultation and engagement activities.
  • Contribute strategic insights across asset development and organisational initiatives.
  • Present findings and recommendations to senior leadership, committees and governance forums.
  • Drive continuous improvement initiatives that enhance study quality and efficiency.

  • Champion a strong safety culture and commitment to environmental stewardship.
  • Uphold the highest standards of governance, ethics and compliance.
  • Identify and manage risks within areas of responsibility.

You excel in scenario modelling, demand forecasting, options assessment and business case development, with the ability to translate complexity into clear strategic insights.

Exceptional communication and stakeholder skills

You can influence at all levels, prepare compelling executive papers and engage confidently with technical specialists, commercial teams, regulators and industry partners.

Strong governance and project discipline

You understand study assurance, risk management, procurement processes and government‑aligned frameworks such as SAMF or Treasury business case requirements.

Adaptable, collaborative and outcomes‑focused

You thrive in dynamic environments, manage competing priorities with ease and consistently deliver high‑quality outputs under pressure.

You’ll also bring

Tertiary qualifications in Engineering, Project Management, Planning, Commerce, Economics or a related field; postgraduate studies (MBA, Systems Engineering, Infrastructure Planning) desirable.

Significant experience (typically 10+ years) in study management, front‑end engineering development, feasibility studies, or major infrastructure planning.

Demonstrated leadership of multidisciplinary studies involving technical, commercial, environmental, planning, and stakeholder workstreams.

Proven capability in developing investment logic maps, options assessments, scenario modelling, and business case documentation.

Experience in port, transport, logistics, industrial, utilities, or large‑scale infrastructure environments.

Strong background in project governance, steering committee engagement, and executive‑level communication.

Experience managing consultants, procurement processes, commercial evaluations, and complex scopes of work.

Demonstrated ability to integrate land‑use planning, development controls, commercial strategy, and operational requirements into study outputs.

Familiarity with government, regulatory, and Treasury‑style, SAMF compliant business case frameworks.

Technical, Professional and Specialist Skills

Expertise in front‑end engineering development, including scope definition, cost estimation, scheduling, constructability, and technical specification.

Strong analytical capability in scenario modelling, demand forecasting, risk assessment, and value optimisation.

Ability to develop functional specifications, operating model parameters, and infrastructure options aligned with strategic objectives.

Skilled in integrating planning frameworks, environmental constraints, commercial strategy, and operational data into coherent study outputs.

Technically competent with Microsoft Office (Word, Excel, PowerPoint), Microsoft Project, and other relevant analytical or project tools.

Excellent verbal, written, and presentation skills, with the ability to explain complex study matters to diverse stakeholders.

Strong problem‑solving capability, attention to detail, and the ability to work both independently and collaboratively.

Flexible and adaptable, with proven ability to manage shifting priorities, competing demands, and tight timelines.

Demonstrated ability to deliver high‑quality outputs under pressure while managing fluctuating workloads.

High‑level stakeholder engagement, negotiation, and relationship‑building skills.

Proficiency in project governance, reporting, quality assurance, and study assurance processes.

Knowledge of environmental approvals, sustainability frameworks, and regulatory compliance relevant to major infrastructure.
