Job summary

City of Sydney is seeking an experienced Sourcing Manager to lead end-to-end sourcing activities, including large and complex tenders, and to provide strategic procurement advice across City teams. You will drive value for money, support procurement objectives and coordinate cross-functional teams in developing sourcing strategies and RFx documentation.

The role offers a structured, collaborative environment with opportunities for training and capability building.

Qualifications

  • Tertiary qualifications or at least five years' equivalent experience with relevant accreditation such as MCIPS.
  • Strong understanding of best practice strategic procurement in a centralised team.
  • Experience in transformation/change management environments.
  • Public sector probity awareness.
  • Excellent stakeholder engagement, communication and influencing skills.
  • Proficient in using Excel; ability to drive improvements.

Responsibilities

  • Lead end-to-end sourcing activities, including large and complex strategic tenders.
  • Undertake benchmarking research and provide market information.
  • Lead cross-functional teams in developing sourcing strategies and documentation to drive value for money.
  • Develop RFx documentation to optimise competitive market tension.
  • Advise panel members on decision-making processes and proposals conformance.
  • Coordinate supplier negotiations for best value outcomes for the City.
  • Manage non-compliance with probity provisions and processes.
  • Provide commercial support on supplier and contract issues.
  • Support and build sourcing capability across the team and organisation; facilitate procurement training.
  • Undertake contract management of selected Procurement-managed contracts.

About the role

We are seeking an experienced and motivated Sourcing Manager to lead end-to-end sourcing activities, including large and complex strategic tenders.

You will provide strategic procurement advice, lead cross-functional teams and work with stakeholders across the City to deliver value for money outcomes and support the City's procurement objectives.

In this role you will:

  • lead end-to-end sourcing activities, including large and complex strategic tenders
  • undertake benchmarking research and provide market information
  • lead cross-functional teams in the development of sourcing strategies and documentation that drives value for money
  • provide advice and assistance in the development of RFx documentation to optimise competitive market tension
  • provide advice to panel members on appropriate decision-making processes and the validity and conformance of proposals
  • coordinate negotiations with suppliers to deliver best value for money outcomes for the City
  • manage non-compliance with panel probity provisions and processes
  • provide commercial support and advice to the business on supplier and contractual issues
  • support and build sourcing capability across the team and organisation, including facilitating procurement training
  • undertake contract management of selected Procurement-managed contracts as required
  • contribute to the ongoing development and improvement of the City's end-to-end procurement framework.

We're looking for someone with:

  • tertiary qualifications in a relevant discipline, or at least five years' equivalent work experience, with relevant professional accreditation or certification such as MCIPS
  • a strong understanding of best practice strategic procurement and experience working within a centralised strategic procurement team
  • experience working in a transformation and/or change management environment
  • demonstrated public sector probity awareness
  • strong stakeholder engagement, communication and influencing skills
  • proficient in using Excel
  • the ability to drive continuous improvement and develop practical solutions to support business needs.

This role has the option of a rostered day off each month, known as a 19-day month.
