• Experience as a Business Analyst on ICT and digital transformation programs.
• Capability analysis, requirements elicitation, process and information modelling.
• Proven experience developing procurement-ready Statements of Requirements (SoR).
• Experience with enterprise SaaS platforms and regulatory environments.
• Strong stakeholder engagement and workshop facilitation.
• Experience in revenue administration or taxation government regulatory environments.
• Ability to translate complex business needs into clear, traceable requirements.
• Strong communication, planning and organisational skills.

About the Role

Our Government Client is seeking an experienced Business Analyst to support a major revenue systems modernisation initiative.
This is a contract opportunity located in Canberra, ACT.

As the selected candidate, you will:

• Lead current-state and future-state analysis, documenting business processes, business rules and operational requirements.
• Elicit, analyse, document and validate business, functional, non-functional, integration and information requirements.
• Develop and maintain requirements, process models, capability models, business rules, user stories and use cases.
• Analyse customer and staff journeys to support improved service delivery outcomes.
• Define integration, interoperability and data requirements aligned with a composable technology architecture.
• Facilitate workshops and stakeholder engagement activities to gather and validate requirements.
• Lead the development and validation of procurement-ready Statements of Requirements (SoR).
• Support procurement evaluation criteria development and vendor assessment frameworks.
• Prepare reports, briefing papers and analysis outputs for project and executive stakeholders.
• Support project and program delivery across digital transformation, system enhancement and integration initiatives.

To be successful in this role you should have:

• Demonstrated experience as a Business Analyst on complex ICT, digital transformation, enterprise platform implementation or business systems modernisation programs.
• Extensive experience in capability analysis, requirements elicitation, process modelling and information modelling.
• Proven experience developing large-scale Statements of Requirements for procurement activities.
• Experience supporting procurements involving enterprise SaaS platforms, digital services or business systems.
• Strong experience documenting business rules and requirements within regulatory, revenue, taxation, finance or compliance environments.
• Excellent stakeholder engagement, workshop facilitation and consensus-building skills.
• Experience delivering business analysis services within revenue administration, taxation, rates, land tax or similar government regulatory environments.
• Strong analytical, problem-solving and conceptual modelling capabilities.Ability to translate complex business, policy and operational needs into clear, traceable requirements.
• Strong communication, planning and organisational skills.

It is desirable if you have:

• Experience with service design methodologies, customer journey mapping and service blueprinting.
• Knowledge of revenue administration, taxation, debt management, compliance and related government business processes.
• Experience working within government digital transformation and regulatory environments.
• Experience collaborating with business architecture, service design and solution architecture teams.
