Job summary

Profectus is seeking an experienced Senior Systems Analyst to support planning and delivery of ICT solutions within an Australian Government agency. You will translate business requirements into technical requirements, align with agency architecture, and lead a team through design, implementation and ongoing support.

The role covers feasibility assessment, requirements management, systems design and specialist advisory to business areas, with onsite start and eventual hybrid work arrangements

Qualifications

• Senior systems analysis experience at EL1 level or equivalent SFIA 5.
• Experience leading feasibility assessments and preparing business cases with options analysis.
• Strong requirementsDefinition and management for large, complex initiatives with stakeholder negotiation.
• Designing large or complex systems balancing functional and non-functional requirements.
• Providing expert advice in a specialist area and overseeing advice given by others.
• Leading and developing a team, including setting priorities and managing workflow.
• Clear technical and corporate documentation writing.
• Experience in government or similarly large organisations.
• Consultancy experience with stakeholder facilitation and option recommendations.
• Advising on delivery methods and tools.

Responsibilities

• Lead investigative work for feasibility assessments and prepare business cases, including cost/benefit, impact and risk analysis
• Plan and drive scoping, requirements definition and prioritisation for large, complex initiatives
• Establish requirements baselines and manage changes to requirements
• Design large or complex systems, analysing design options and trade-offs
• Identify gaps in existing functionality and functional interdependencies
• Oversee system configuration and the development and implementation of ICT solutions
• Lead and manage staff, including performance, priorities, workflow and capability development through coaching and mentoring
• Monitor work output and quality against performance standards and report on outcomes and KPIs
• Contribute to costing, workforce planning and management of budgets, contracts and procurement
• Prepare and review technical and corporate documentation
• Work with internal and external stakeholders, other agencies and vendors to deliver project outcomes

Required Experience

• Senior systems analysis experience at or equivalent to EL1 level (SFIA Level 5)
• Leading feasibility assessments and preparing business cases with options analysis
• Requirements definition and management on large, complex initiatives, including negotiating competing priorities across diverse stakeholders
• Designing large or complex systems that balance functional and non-functional requirements
• Providing expert advice in a specialist area and overseeing advice provided by others
• Leading and developing a team, including setting priorities and managing workflow
• Writing clear technical and corporate documentation
• Experience in government or a similarly large organisation
• Consultancy experience, including facilitating stakeholder groups and recommending options
• Advising on and improving the use of delivery methods and tools
• Specifying and designing large or complex software applications and components
• Usability and accessibility evaluation of designs and prototypes
• Working within government privacy, security and information management requirements

Security Clearance Requirements

• Must be an Australian Citizen
• Must be able to obtain an AGSVA Baseline Security Clearance
• Current AGSVA Baseline Security Clearance (or higher) preferred

Working Arrangements

• Onsite initially, then hybrid
• Brisbane, Canberra or Melbourne
