Job summary

Profectus is seeking an experienced Senior Systems Analyst to support planning and delivery of ICT solutions for an Australian Government agency. Translate business requirements into technical requirements aligned with agency architecture and lead a team through design, implementation and ongoing support.

Responsibilities include feasibility assessments, scoping, requirements management, system design, and stakeholder collaboration to deliver outcomes within budgets and timelines.

Qualifications

• Senior systems analysis experience at EL1 level or SFIA Level 5 equivalent.
• Lead feasibility assessments and prepare business cases with options analysis.
• Manage requirements for large, complex initiatives with diverse stakeholders.
• Design large or complex systems balancing functional and non-functional needs.
• Provide expert advice and oversee work of others in a specialist area.
• Lead and develop a team, set priorities and manage workflow.
• Write clear technical and corporate documentation.
• Experience in government or large organisations is desirable.
• Consultancy experience with stakeholder facilitation and option recommendations.
• Advise on delivery methods and tool usage; design of large software components.
• Assess usability and accessibility of designs and prototypes; ensure privacy/security.

• Drive scoping and prioritisation for large initiatives; manage requirement baselines.
• Oversee design of large/complex systems and assess trade-offs.
• Identify gaps in functionality and manage dependencies.
• Lead and coach staff, monitor performance and KPI reporting.
• Contribute to budgeting, workforce planning and procurement activities.
• Prepare and review technical and corporate documentation.
• Collaborate with internal/external stakeholders and vendors to deliver projects.

Job description

Profectus is seeking an experienced Senior Systems Analyst to support the planning and delivery of ICT solutions within an Australian Government agency. You will translate business requirements into technical requirements that align with agency architecture, and lead a team through the design, implementation and ongoing support of those solutions. The work covers feasibility assessment, requirements definition and management, systems design and specialist advice to business areas.

Key Responsibilities

• Lead investigative work for feasibility assessments and prepare business cases, including cost/benefit, impact and risk analysis
• Plan and drive scoping, requirements definition and prioritisation for large, complex initiatives
• Establish requirements baselines and manage changes to requirements
• Design large or complex systems, undertaking impact analysis on design options and trade-offs
• Identify gaps in existing functionality and functional interdependencies
• Oversee system configuration and the development and implementation of ICT solutions
• Lead and manage staff, including performance, priorities, workflow and capability development through coaching and mentoring
• Monitor work output and quality against performance standards and report on outcomes and KPIs
• Contribute to costing, workforce planning and the management of budgets, contracts and procurement within the area
• Prepare and review technical and corporate documentation
• Work with internal and external stakeholders, other agencies and vendors to deliver project outcomes

Required Experience

• Senior systems analysis experience at or equivalent to EL1 level (SFIA Level 5)
• Leading feasibility assessments and preparing business cases with options analysis
• Requirements definition and management on large, complex initiatives, including negotiating competing priorities across diverse stakeholders
• Designing large or complex systems that balance functional and non-functional requirements
• Providing expert advice in a specialist area and overseeing advice provided by others
• Leading and developing a team, including setting priorities and managing workflow
• Writing clear technical and corporate documentation
• Experience in government or a similarly large organisation
• Consultancy experience, including facilitating stakeholder groups and recommending options
• Advising on and improving the use of delivery methods and tools
• Specifying and designing large or complex software applications and components
• Usability and accessibility evaluation of designs and prototypes
• Working within government privacy, security and information management requirements

Security Clearance Requirements

• Must be an Australian Citizen
• Must be able to obtain an AGSVA Baseline Security Clearance
• Current AGSVA Baseline Security Clearance (or higher) preferred

Working Arrangements

• Onsite initially, then hybrid
• Brisbane, Canberra or Melbourne
