Qualifications

• Demonstrated experience in ICT cost analysis and optimisation within the Public Sector (or similar)
• Experience with investment planning and policy in the Public Sector
• Ability to establish ICT cost management governance structures
• Proven capability to implement ICT cost transparency solutions
• Experience producing Executive performance reporting including benefits realisation tracking
• Knowledge of budgeting, forecasting and financial governance in large programs

Responsibilities

• Provide strategic sourcing, procurement and commercial advice for major IT projects.

Project Managers plan and manage the delivery of projects. The Senior ICT Project Manager will be responsible for the management of the Infrastructure Running Costs and Capital budget expenditure and providing strategic advice to procurement, business and ICT teams on the acquisition of ICT hardware, software and related services, overseeing investment priorities and infrastructure refresh programs

Requirements

Key duties and responsibilities

• Provide strategic sourcing, procurement and commercial advice relating to major IT projects and other procurements as required.
• Under the direction of the National Manager will advise vendor negotiations and develop negotiations strategies and tactics.
• Provide advice to ensure that the agreed commercial terms are in the best long-term interests of the department.
• Conduct commercial risks assessment ensuring risks are identified and effectively managed.
• Develop comprehensive reports as required.
• Contribute to sourcing and procurement strategies and plans as required.
• Develop necessary procurement documentation as required.
• Liaise with internal and external stakeholders as required
• Assist in knowledge transfer and building capability for APS staff
• Lead, manage and deliver programs administered by the agency and report on program performance to ensure ongoing program effectiveness.
• Provide comprehensive portfolio program management and oversight, with a key focus being financial governance, tracking and reporting of budgetary and expenditure data at both a portfolio and project level.
• Negotiate, engage, and manage relationships with internal and external stakeholders to deliver program services, build service delivery capability and promote the agency's services.
• Provide specialist advice, procedural guidance, and interpretation to staff, including strategic advice and operational intelligence to the Executive where appropriate.

• Demonstrated experience in ICT cost analysis and optimisation within the Public Sector
• Demonstrated experience in investment planning and policy within the Public Sector
• Demonstrated experience in establishing ICT cost management teams within the Public Sector
• Demonstrated experience in establishing governance and control frameworks for the management of ICT running costs within the Public Sector
• Demonstrated experience in implementing ICT Cost transparency solutions within the Public Sector.
• Demonstrated experience in producing Executive performance reporting, including benefits realisation tracking.
