Job summary

NSW Telco Authority within the NSW Department of Customer Service seeks a Commercial Manager to lead the commercial and procurement strategy for the Public Safety Mobile Broadband program. The role focuses on translating complex sourcing challenges into practical tender documentation and market-ready packages.

You will own end-to-end procurement, shaping contracting approaches and supplier engagement across multi-vendor, high-value programs.

Qualifications

• Baseline security clearance (within six months)
• 10+ years hands-on commercial and procurement experience in large, complex programs
• Deep understanding of complex contractual environments (collaborative/consortia)
• Experience reviewing legal documents and providing commercial guidance
• Strong government procurement experience: tender docs, contracting models, negotiations
• Ability to engage with senior stakeholders across technical, commercial and program teams

Responsibilities

• Develop the commercial and procurement components of the PSMB approach-to-market
• Collaborate with technical, service design and program teams to create market-ready tender packages
• Shape the commercial model, contracting approach and supplier engagement for procurement
• Lead end-to-end procurement strategies for large, multi-vendor programs
• Lead evaluation models with jurisdictional participants and negotiate for next program phase
• Provide commercial and procurement advice to senior executives and program leaders
• Contribute to business case requirements with market data and evidence
