Job summary

Civil Aviation Safety Authority (CASA) is seeking a Flying Operations Inspector (FO2) to join the Aviation Technical Workforce. The role involves exercising delegated regulatory decisions, addressing routine and complex regulatory tasks, and coordinating with colleagues to meet CASA’s priorities.

You will work with industry stakeholders to provide expert guidance and ensure compliance with civil aviation standards.

Qualifications

• Ability to work independently under guidance from managers in accordance with established regulatory practices, procedures and delegations.
• Ability to exercise initiative, analysis, problem solving, judgement, and decision-making and apply technical knowledge on matters where standards, policies and procedures may or may not cover the circumstances.
• Developed negotiation, facilitation, influencing and communication skills (written and verbal) to manage disparate views amongst stakeholders, including at a senior level.
• Demonstrated ability to engage in effective stakeholder management, including with regulated entities, on sensitive issues requiring conflict resolution within constrained time limits.
• Ability to identify and assess emerging issues and trends which may impact outcomes, including developing work plans and monitoring progress.
• Ability to seek out diverse perspectives to identify opportunities for improvements.
• Understanding of aviation industry, civil aviation legislation, and relevant national and international aviation standards.
• Demonstrated knowledge and skill in the conduct of regulatory assessment.
• Ability to work under direction from CASA in accordance with established regulatory practices, procedures and delegations.
• Ability to exercise initiative and apply technical knowledge on complex or unusual matters.
• Negotiation and communication skills to manage diverse views including at senior levels.
• Experience in coaching colleagues on discreet tasks to deliver outcomes in complex environments.
• In-depth understanding of aviation standards and legislation.

Responsibilities

• Exercise decision making on routine regulatory service and surveillance activities including flight assessments.
• Collaborate with colleagues to provide input, share knowledge and manage personal performance.
• Participate in work programs delivering CASA strategies including approvals, compliance, reporting and stakeholder engagement.
• Provide regulatory services to industry, government, aviation sector and the public with technical guidance.
• Conduct oversight and education of industry examiners and instructor proficiency checks.
• Identify non-compliance or offences and present findings with recommendations in high quality reports.
• Assess industry information, monitor external influences, and develop compliance strategies.
• Contribute to health and safety culture and wellbeing in the workplace.
• Engage with change and support continuous improvement.
• Exercise complex regulatory decision making including oversight duties and delegations.
• Other duties as required.
