Job summary

Shellharbour City Council is seeking an experienced Regulation and Compliance leader to head a multidisciplinary team responsible for regulatory and development compliance, including parking and companion animal services. You will guide strategy, drive service improvements and uphold community safety and amenity across our local area.

The role requires strong change leadership, stakeholder management and a proven ability to balance enforcement with education and procedural fairness.

Job description

Council is seeking an experienced and contemporary leader to take on the role of Regulation, Development Compliance and Parking Compliance Manager. Leading a multidisciplinary team, you will be responsible for delivering regulatory and compliance services that support community safety, amenity and confidence. The team oversees a broad range of functions including Companion Animals, Unattended Property, Illegal Dumping, Camping, Parking Compliance and Development Compliance.

About You

You will be a strong and credible leader with experience guiding teams through change, improving performance, and fostering a culture of professionalism, accountability and service excellence.

You Will Ideally Have

• Demonstrated experience leading organisational change, improving team capability and delivering measurable service improvements in a complex operational environment.
• Demonstrated experience to lead, coach and develop diverse teams while maintaining service standards and employee engagement.
• Demonstrated experience managing regulatory, compliance, enforcement, parking, environmental, or companion animal services.
• Well-developed judgement and decision-making skills, with the ability to balance enforcement, education, procedural fairness and community expectations.
• Demonstrated experience in strong leadership and people management skills, including performance development, accountability and cultivating a customer-focused culture.
• Strong communication and stakeholder management skills, with the ability to manage sensitive, complex and high-pressure matters effectively.
• Experience developing and implementing operational strategies, policies or initiatives that improve compliance outcomes, customer experience and organisational performance.
