Job summary

UGL is seeking a Policy Officer to manage access arrangements and permits enabling third parties to undertake works on rail assets in NSW. You will operate within a small team, issuing permits and maintaining records while coordinating with Infrastructure and Maintenance staff.

Role requires strong written and verbal communication, attention to safety, quality and environmental controls, and the ability to liaise with engineers and external stakeholders to resolve issues efficiently.

Qualifications

  • Experience in a Contract Administration process environment.
  • Proficient in Microsoft Office and record management systems.
  • Experience working in a small team environment; understanding policies and procedures.
  • Demonstrated interpersonal communication and written communication skills.

Responsibilities

  • Contribute to a small team to receive and process third party works access requests as per documented procedures
  • Perform the Issuing of permits, documentation and updating records
  • Coordinate with Infrastructure and Maintenance teams as required
  • Liaise with engineers, design consultants and other organisation principals to resolve application issues
  • Ensure all project works at interface zones comply with quality, environmental, and safety plans
  • Identify risks before work commences and communicate options to stakeholders
  • Ensure proposals do not compromise network safety, integrity, or operations
  • Provide documentation and evidence for approvals by stakeholders
  • Maintain strong internal and external stakeholder management and clear communication about non-compliance issues
  • Communicate with third parties about compliances and non-compliances
  • Provide detailed information on the approvals process and requirements

Job Purpose

Managing the access arrangements and permits to authorise and enable third parties to undertake works on the rail assets.

Key Responsibilities

Contribute to a small team to receive and process third party works access requests as per documented procedures

Perform the Issuing of permits, documentation and updating records

Coordinate with UGLRL Infrastructure and Maintenance team as required

Liaise directly with internal and external professionals (engineers, design consultants, other organisation principals) as a means of providing efficient resolution to application issues

Ensure that all project works at interface zones are carried out in accordance with quality, environmental, and safety management plans.

Identify and recognise risks prior to work commencing and communicate to relevant stakeholders to ensure all risks and management options are identified

Ensure that any proposals do not negatively impact on UGLRL-CRN and TfNSW’s network safety, integrity and/ or operations

Ensure that all recommendations are documented, evidenced and supported by the appropriately qualified Stakeholders

Build strong internal and external stakeholder management through positive, proactive and professional communication to keep key people informed as to the process, progress and issues related to non-compliance of applications as required

Communication with third parties as to compliances and non-compliances

Provision of detailed information as to process of approval and requirements necessary for approvals

Qualifications

Experience in a Contract Administration process environment (Desirable)

Ability to utilise Microsoft Office Suite (including Visio, Excel and MS Project) and record management systems to produce reports and record information to required standards.

Experience working in a small team environment performing administration and associated activities, along with an understanding of the application of policies and procedures.

Demonstrated interpersonal communication skills and the ability to work as a member of a team.

Demonstrated written communication and IT skills.
