Job summary

Department of Parliamentary Services in Canberra is seeking an experienced emergency management professional to lead and coordinate high-stakes preparedness initiatives under general direction.

You will produce briefs, plans and after-action reviews, collaborate with senior executives and multi-agency partners, and help strengthen security arrangements to meet national standards such as AS3745.

Qualifications

• Understand emergency management frameworks and governance in large environments.

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

• 1. Liaise and collaborate with internal and external stakeholders, including senior executives and multi agency partners to plan, coordinate and facilitate emergency preparedness exercises and initiatives.
• 2. Prepare high-quality written Briefs, exercise plans, internal communications, after-action reviews and other documentation in alignment with the emergency management governance framework and in support of the APH Incident Planning and Response Committee (IPARC) priorities.
• 3. Deliver safety and security outcomes through specialist written advice, by reviewing emergency management exercises, protocols and security infrastructure capability to identify vulnerabilities, risk and suitable mitigations.
• 4. Identify longer-term strategic and measurable objectives, ensuring continued enhancement and delivery of DPS emergency management and security arrangements in line with the operating environment and national standards, including AS3745.
• 5. Develop and oversee emergency management training programs, the APH Warden Network and related requirements including content creation, guidelines and awareness initiatives.

Selection Criteria

• 1. Proven ability to comprehend and adhere to emergency management frameworks, governance and policy instruments and legislative obligations, within a large complex environment.
• 2. Ability to prepare concise and succinct written Briefing materials, reports and policy documents and to deliver effective well-articulated verbal briefings, advice and presentations to diverse audiences, including senior executives.
• 3. Demonstrated experience in the design, coordination and delivery of multi-agency emergency management preparedness exercises, or the ability to rapidly acquire these skills.
• 4. Ability to develop and operationalise emergency management and physical security plans, protocols and procedures in accordance with the local environment and national standards such as AS3745.
• 5. Established ability to analyse critical incidents and environments, identify systemic risks and provide evidence-based recommendations for remediation, mitigation and continuous improvement.
• 6. Demonstrated high-level leadership skills with the ability to build and maintain productive working relationships, influence decision-making and collaborate effectively with internal and external stakeholders.
• 7. The ideal candidate will hold, or be willing to obtain, a nationally recognised qualification such as PAU50120 – Diploma of Public Safety (Emergency Management) or equivalent.
