Job summary

Maranoa Regional Council is seeking a Project Manager to lead the implementation of the Housing Strategy, translating priorities into a structured delivery program and coordinating across Council functions and external partners. The role supports investment attraction and ensures actions progress from planning to practical delivery outcomes.

About The Role

The Project Manager will lead and coordinate implementation of the Maranoa Housing Strategy, converting the strategy's priority actions into a structured, time-bound and accountable delivery program and action plan. The role will provide project leadership across Council functions, maintain the housing activation pipeline, coordinate internal and external stakeholders, prepare funding-ready projects, support investment attraction and ensure that housing activation initiatives progress from investigation and planning, through to practical delivery outcomes.

The role is intended to strengthen Council's capacity to respond to housing pressures affecting workforce attraction, economic development, service delivery and community wellbeing, while ensuring that actions are delivered in accordance with Council policy, governance requirements, funding obligations and relevant legislation.

Key Responsibilities
  • Lead the implementation of the Maranoa Housing Strategy, translating strategic priorities into a structured and accountable delivery program.
  • Develop and manage project plans, timelines, budgets, risks, milestones and reporting to ensure projects remain on track.
  • Maintain the housing activation pipeline and dashboard, monitoring priority sites, infrastructure requirements, funding opportunities and project readiness.
  • Coordinate Council teams to progress land activation, infrastructure enabling works, planning requirements, business cases and funding applications.
  • Support the development and packaging of priority housing sites for Council-led delivery, partnerships, joint ventures, sale or lease opportunities.
  • Build and maintain strong relationships with developers, builders, employers, community housing providers and government agencies to support housing investment and delivery.
  • Prepare high-quality business cases, funding submissions, Council reports, briefing papers and project updates.
  • Identify barriers and risks to housing delivery and develop practical solutions, recommendations and escalation pathways.
  • Support investment attraction and strategic economic development initiatives that contribute to regional growth and community wellbeing.
  • Ensure projects are delivered in accordance with Council policies, governance requirements, funding obligations and relevant legislation.
  • Monitor project performance, capture lessons learned and identify opportunities for continuous improvement and sustainable outcomes.
  • Provide professional advice and support to internal and external stakeholders and contribute to communications promoting regional economic development.
