Job summary

Western Power is seeking an experienced Program Manager to lead a diverse portfolio of electrical infrastructure projects in Western Australia. You will provide strategic leadership, oversee governance, budgeting, and resourcing, and engage with industry partners, government bodies, and senior stakeholders.

The role requires 10+ years in senior programme management, a relevant degree, and a track record of delivering complex projects on time, within budget, and with high safety and quality

Qualifications

• Bachelor's degree (or higher) in Engineering, Business Management, Economics, Project Management or Finance.
• A seasoned professional with 10+ years in senior programme/project management roles.
• Experience managing large-scale complex projects or programs with multiple workstreams.
• Excellent negotiation and relationship skills across all organisational levels.
• Ability to lead stakeholders to achieve project outcomes.

• Develop and implement long-term goals and objectives for the assigned program.
• Define project scope, establish governance, budget and resources, and manage from inception to approval.
• Lead and manage Western Power infrastructure projects to successful conclusion on time and within budget.

Lead the delivery of critical energy infrastructure that powers Western Australia.

As Program Manager, you will provide strategic leadership, technical expertise, and data-driven solutions to deliver a diverse portfolio of electrical infrastructure projects spanning varying levels of complexity, risk, scale, and volume. Accountable for portfolio performance and delivery outcomes, you will oversee program planning, governance, resourcing, stakeholder engagement, and continuous improvement initiatives to ensure projects are delivered safely, efficiently, and in line with business objectives.

Leveraging strong analytical capabilities, you will interpret portfolio and performance data to identify trends, risks, and opportunities, translating insights into actionable strategies that optimise delivery, improve efficiency, and enhance customer outcomes. As a senior leader and trusted advisor, you will build and maintain influential relationships while representing Western Power in key engagements with industry partners, contractors, government agencies, and senior stakeholders.

This role is based at our new state-of-the-art South Metro Depot in Forrestdale, with regular travel to other Western Power offices and local project sites.

Your Role in Action

Plan for program success through the delivery of the overall program and its activities in accordance with business requirements and the strategic goals of the organisation.

Develop and implement long-term goals and objectives to achieve the successful outcome of the assigned program.

Develop strategic objectives and project scope, establish project teams and governance structures, establish budget and resources and project manage from inception to approval.

Lead, coordinate and manage Western Power infrastructure projects to conclusion on time, within budget and in line with quality standards.

Ensure that program activities operate in line with internal policies, frameworks and procedures.

Ensure that program activities comply with all relevant legislation and professional standards.

Determine business information requirements and manage internal relationships to provide the necessary project support.

Deliver infrastructure projects which achieve positive revenue and are also aligned with the strategic direction set by the Western Power Board.

What Makes You a Great Fit

Bachelor's degree (or higher) in Engineering (preferred), Business Management, Economics, Project Management or Finance.

A seasoned professional with broad and or deep range of knowledge and expertise gained through comprehensive experience i.e. 10+ years in senior programme/project management roles.

Significant experienced in managing large scale complex projects or programs of concurrent projects with multiple workstream’s.

Experienced in managing major customer accounts where reputational impact is significant.

Experienced in complex commercial and tender negotiations of significant value (value $50 + million plus contracts).

Comprehensive negotiation and relationship skills and the ability to communicate at all levels of the organisation including C Suite.

Ability to negotiate with internal and external stakeholders to achieve win-win outcomes.

Ability to lead and influence project stakeholders to achieve project outcomes.
