Job summary

Peoplebank is seeking a Specialist Organisational Change Manager to deliver end-to-end change for a large public sector organisation. The role focuses on strategic analysis, governance and executive documentation, progressing through to transition planning and benefits realisation.

You will lead development of business cases and implementation plans, coordinating with HR, industrial relations, finance, legal, ICT and business leaders to ensure changes are feasible, compliant and embedded

Qualifications

• Proven experience leading end-to-end organisational change (strategy → implementation → embedding).
• Strong capability developing detailed business cases (options analysis, costs/benefits, risks, recommendations).
• Demonstrated ability to create and manage implementation plans (workstreams, milestones, dependencies, resourcing, timeframes).
• Expertise in organisational design and workforce transition planning (impacts, mitigations, ways of working).
• Strong understanding of HR and industrial relations considerations, including consultation obligations and relevant industrial instruments.

About the role
We’re seeking a Specialist Organisational Change Manager / Change Lead to deliver end-to‑end change for a large, complex enterprise environment within a major public sector organisation.
You will lead the development of detailed business cases and implementation plans for significant organisational change initiatives, working closely with senior stakeholders across HR, industrial relations, finance, legal, ICT and business leaders.
The role spans strategic analysis, governance and executive documentation through to transition planning, implementation oversight, stakeholder engagement, and benefits realisation to ensure changes are operationally feasible, compliant and embedded successfully.
