Job summary

Life Without Barriers in Hobart is seeking an Operations Manager to lead the establishment of a new Youth Bail Support Program. The role focuses on intensive, community-based support for young people on bail, building strong partnerships and delivering high-quality services.

You will oversee MAPSS and Placement Preservation Support, recruit and develop Youth Advocates, and ensure trauma-informed, culturally responsive practice across the program.

Qualifications

• Degree in Human Services or related field.
• Significant leadership or management experience in youth services.
• Experience establishing, developing or improving programs and services.
• Understanding of youth justice systems and bail conditions.
• Experience leading teams delivering complex, outreach services.
• Trauma-informed, strengths-based and relationship-focused practice.
• Ability to establish partnerships with families, community organisations and government agencies.
• Strong leadership, communication, negotiation and stakeholder engagement skills.
• Experience in operational management, including workforce planning, budgets, risk management and quality improvement.
• Strategic thinking and sound decision-making.

Responsibilities

• Lead the establishment, implementation and ongoing development of the new Youth Bail Support Program.
• Oversee MAPSS, ensuring young people receive individualised support through tailored Care Plans.
• Oversee the Placement Preservation Support Program with Family Action Plans.
• Develop operational processes and service delivery aligned with the Youth Advocate Program (YAP) model.
• Recruit, lead and support Youth Advocates to build strong relationships with young people and families.
• Embed strengths-based, trauma-informed and culturally responsive practice throughout the program.
• Oversee program planning, workforce management, budgets, performance, quality assurance and compliance.
• Establish partnerships with families, community organisations and government agencies.
• Ensure the service supports young people to meet bail conditions and connect to family, culture, education and employment.
• Promote an outreach-focused approach beyond traditional business hours when needed.
• Monitor outcomes and drive continuous improvement; manage risks and safety.
