Nuclear Governance and Controls Manager

The Opportunity

As the Nuclear Governance and Controls Manager, you will lead the establishment and execution of ASC’s nuclear governance framework, ensuring robust compliance with safety, security and safeguards as ASC transitions to a nuclear‑ready organisation. Reporting to the Head of Nuclear Governance and Assurance, this role sits within the Nuclear Oversight Team and works across the enterprise and with external regulators to ensure ASC is prepared to meet the expectations of Australia’s nuclear regulatory landscape.

Key Responsibilities
  • Develop and execute ASC’s Nuclear Governance Strategy, coordinating engagement with key regulators and authorities (e.g. ARPANSA, ASNO, ANPSSR) across the submarine lifecycle.
  • Establish and manage a Nuclear Assurance Management Framework, ensuring governance, compliance and regulatory obligations are met.
  • Establish safety systems that will underpin ASC’s operations.
  • Advise on licence conditions, regulatory requirements and governance controls across the business.
  • Lead cross‑functional engagement to identify governance gaps and implement mitigation strategies.
  • Support the implementation of Nuclear Mindset principles, embedding nuclear culture and behaviours across ASC.
  • Influence senior stakeholders and provide trusted governance advice in a complex, evolving regulatory environment.
About You

You are a governance, assurance or regulatory leader with experience in nuclear or similarly highly regulated industries, comfortable operating in ambiguity and driving outcomes in complex systems.

Essential Experience and Capabilities
  • Graduate or postgraduate qualification in Engineering or a relevant discipline.
  • 5+ years’ experience in nuclear governance, regulatory affairs or another highly regulated environment.
  • Strong understanding of regulatory frameworks, codes of practice and compliance documentation.
  • Proven ability to engage and influence internal and external stakeholders.
  • Experience coordinating technical teams in complex operating environments.
  • Knowledge of systems engineering and requirements management principles.
  • Full AU working rights and the ability to obtain / maintain an Australian NV1 Security Clearance.
  • Preferably based in Perth, with Adelaide also considered.
