Job summary

Department of Justice and Community Safety in Victoria seeks a Manager, Medium Security Prisons to lead integrated clinical services within Forensic Intervention Services. You will oversee service delivery across the portfolio and provide strategic leadership to a multidisciplinary team.

You will drive performance against KPIs, ensure compliance with policy, and guide improvements in evidence-based practice while engaging internal and external stakeholders.

Qualifications

  • Experience implementing, managing and monitoring complex frontline services.
  • Ability to lead multidisciplinary teams and coordinate across portfolios.
  • Understanding of corrections system and related policy requirements.

Responsibilities

  • Lead and manage integrated clinical service delivery within the service portfolio area.
  • Provide strategic leadership and professional supervision to the team, developing a culture of best practice.
  • Monitor KPIs, service targets and outcomes in screening, assessment and intervention activities.
  • Ensure alignment with departmental policy, program guidelines, legal and stakeholder priorities.
  • Oversee staff performance, training opportunities, supervision and quality assurance processes.
  • Oversee the HR budget and other funding related to integrated clinical services.
  • Lead continuous service and quality improvements to ensure evidence-based practice.
  • Provide high-level advice to stakeholders on strategic and service-user management issues.
  • Represent the service area in committees, forums and conferences.

FIS provides evidence-based screening, assessment and intervention services for individuals in custody and the community. We focus on areas such as violent and sexual offending, restorative justice, violent extremism and family violence.

The Manager, Medium Security Prisons is accountable for the delivery of integrated clinical services within their service portfolio area and manages performance, service targets, resources, quality assurance and staffing within an allocated budget and according to program guidelines.

What you'll do

As the Manager, Medium Security Prisons you will:

  • Lead and manage integrated clinical service delivery and business service aspects within their service portfolio area.
  • Provide strategic advice, leadership and professional supervision to the team, developing and maintaining a culture that supports best practice.
  • Manage and oversight adherence with Key Performance Indicators, service targets and service delivery outcomes in relation to the delivery of screening, assessments, management and interventions offered to people who use our service in the service portfolio area.
  • Ensure integrated service delivery is in alignment with departmental policy, program guidelines, legal, stakeholder and operational priorities.
  • Manage individual staff and team performance, developmental training opportunities, supervision and quality assurance processes.
  • Oversee and monitor the human resources budget and other funding associated with the delivery of integrated clinical services within their service portfolio area.
  • Lead ongoing service and quality improvements of the team to ensure continued alignment with service standards and evidence-based practice.
  • Provide authoritative advice and leadership on emerging issues and trends, providing high-level guidance to senior managers and relevant external and internal stakeholders in relation to the treatment of relevant people who use our service.
  • Provide expert advice and consultation in relation to the development, implementation and evaluation of integrated clinical services.
  • Provide high level expert advice to internal and external stakeholders on a range of strategic and service user management issues.
  • Lead complex and sensitive negotiations with stakeholders in relation to the delivery of specialist services to relevant people who use our service.
  • Actively contribute to the ongoing research and education on the best practice assessment and intervention for offence-specific services.
  • Contribute to the development and implementation of business excellence and strategies for Corrections Victoria.
  • Attend, participate and represent the service area in a range of internal, inter-departmental and external agencies committees, forums and conferences.
Technical Expertise
  • Demonstrated knowledge and expertise in offending behaviour assessment and interventions.
  • Demonstrated experience in providing leadership within a highly complex service delivery area, preferably in relation to clients with multiple and complex needs and/or within a legislative framework.
  • Demonstrated understanding and operational knowledge of the corrections system and key issues impacting Corrections Victoria.
  • Demonstrated expertise in complex service delivery management, oversight and reporting.
  • Demonstrated experience and understanding of the nature of, and contemporary literature in relation to, forensic interventions.
  • Experience leading a multidisciplinary team of service delivery staff.
  • Sound knowledge of the Regional and Departmental administrative and management processes.
  • Understanding of working within a matrix management environment.
Qualifications
  • Demonstrated experience in the implementation, management and monitoring of complex frontline services.
  • Tertiary qualification in a relevant discipline such as forensic, clinical or criminology is desirable.
