Job summary

Youth Justice and Victim Support in Wacol invites an experienced Human Resource Manager to lead strategic and operational HR services for the WYRC, guiding recruitment, induction, workforce planning and training initiatives.

You will coordinate payroll and rostering, advise executives and staff on entitlements and legislation, oversee health, safety and wellbeing programs, and build strong relationships with stakeholders to deliver high‑quality outcomes.

Responsibilities

• Lead and manage strategic and operational HR services for WYRC.
• Coordinate recruitment and selection, inductions and workforce planning.
• Design, develop, implement and evaluate training and development programs including mentoring and competency-based training.
• Manage rostering and payroll, and contribute to establishment management monitoring.
• Provide HR advice to executives and staff on entitlements and legislation.
• Oversee health and wellbeing functions including rehab, return-to-work, workers' compensation and IMEs.
• Oversee safety audits, inspections and reporting under WHS Act 2011.
• Advise and coach on performance, conduct, attendance and change management.
• Contribute to case management of discipline, grievances, suspensions, appeals and industrial advocacy.
• Build relationships with internal and external stakeholders across government and external providers.
• Manage the HR team's financial, physical and human resources; provide guidance and development.
• Participate in WYRC management team to drive strategic direction and operational plans.
• Undertake complex ad-hoc HR projects and provide analysis for continuous improvement.
• Prepare submissions, briefs and correspondence on HR issues and represent YDCs at meetings.

Youth Justice and Victim Support – Wacol QLD

We do this by providing:

• early intervention, statutory Youth Justice, and detention services to ensure that young people are held accountable for their offending behaviour.
• support to young people to become responsible members of the community through programs and community partnerships, which foster the achievement of positive life outcomes.
• trauma-informed support and resources to victims to ensure they can recover and heal, whilst ensuring the voices and experiences of victims are heard and respected.

Key Responsibilities:

As a Human Resource Manager, you will specifically:

• Lead and manage the delivery of both strategic and operationally focused human resource services for the Wacol Youth Remand Centre (WYRC).

This includes the provision of the following functions in collaboration with Corporate Services where required:

• Coordinate activities and provide advice relevant to recruitment and selection processes, induction programs and workforce planning;
• Participate in the design, development, implementation and evaluation of training and development programs, including mentoring and coaching systems and competency-based training for staff consistent with organisational strategy;
• Manage rostering and payroll functions and contribute to the establishment management monitoring and processes;
• Provide advice and support to executives, managers, supervisors and staff on a broad range of human resource provisions and employee entitlements, involving the interpretation and application of relevant legislation, industrial instruments, Directives, policies and procedures;
• Oversee employee health and wellbeing functions including processes relevant to the monitoring of ill and injured employees such as workplace rehabilitation and return to work processes, Workers Compensation claims, Independent Medical Examinations, and Voluntary Medical Retirement applications;
• Oversee the safety functions including audits, inspections and reporting requirements in accordance with the Work Health and Safety Act 2011.
• Provide advice, coaching and support to delegates on the management of performance, conduct, attendance, and change management matters;
• Contribute to the case management of disciplines, suspensions, grievances, appeals, disputes and unfair dismissals, and appear as an industrial advocate in the Queensland Industrial Relations Commission and relevant tribunals.
• Build and maintain strong working relationships with internal and external stakeholders in order to achieve quality service delivery outcomes, including collaboration with Corporate Services, other government agencies, unions, and external service providers.
• Manage the financial, physical and human resources of the Human Resources team, including the provision of effective guidance, supervision and development of staff to deliver on team functions.
• Participate as an effective member of the WYRC management team in the development, promotion and implementation of the department's strategic direction, and each YDC's Operational Plans.
• Undertake complex ad-hoc projects and research and provide advice and analysis on HR issues and strategies for continuous improvement to the management team.
• Prepare and coordinate submissions, reports, briefs and other high-quality correspondence relating to a range of complex human resource issues and represent the YDCs at meetings as required.
